The Early Care & Education (ECE) Data Integration Administrator supports the development and administration of Alameda County data and reporting systems for ECE programs and educators. This role collaborates to develop, pilot, implement and administer effective data systems. This role helps shape the database architecture supporting financial and program monitoring as well as evaluation for Alameda County’s Quality Counts program and local ballot measure implementation. Additionally, the role conducts analysis to inform program and executive decision-making.
- Manages projects and processes related to First 5 collection of ECE administrative data on early educators, ECE sites, and subsidy programs, including managing relationships with state and/or federal contractors and partner agencies who maintain, input, and analyze data, particularlyECE sites participating in Quality Counts, individual educator data on credentials, wages and professional development, and subsidy program operations.
- Designs, develops and tests data systems used for First 5 ECE program implementation, including Hubbe, HIGH5, CA ECE Workforce Registry, and other future technology solutions, in accordance with ECE programmatic directives and accountability reporting requirements.
- Provides support for the management of data migration and integration of new systems and training and onboarding of staff, contractors, and ECE programs in new systems.
- Works with ECE program , Data & Evaluation, and Technology staff to determine the functional needs of program staff through development specifications for third-party developers.
- Coordinate, support and/or monitor program processes and workflows as well as data quality as it relates to ECE data management systems (e.g. HIGH5, Hubbe, CA ECE Workforce Registry).
- Provide training and support/technical assistance to internal staff and external ECE programs and staff on using ECE data systems (e.g., HIGH5, Hubbe, CA ECE Workforce Registry).
- Work with program staff to identify functional needs and to document system requirements and enhancements ensuring that data systems are responsive to program needs, including those of external partners.
- Document and communicate data system updates and associated changes to program processes and workflows internally and externally to system users.
- Work with program staff and contractors to ensure that ongoing data collection processes and functions gather necessary data for CQI, monitoring, compliance, service and incentive management, RBA, and reporting.
- Work with program and data staff to create regularly updated ECE dashboards and reports for quality control and improvement, policy communications, and feedback to participants.
Qualifications
Minimum Qualifications
Any combination of training and experience that would provide the required knowledge, skills, and abilities is qualifying. A typical way to obtain the required qualifications would be:
- Minimum nine years of full-time progressively responsible related experience in a public or private organization in human/health services, education or related sector.
- Bachelor’s Degree from an accredited four-year college or university with major coursework in child development, public or business administration, social work, public policy, urban studies, economics, statistical analysis, finance, computer science, or related field may be substituted for 4 years of experience. A Master’s degree may be substituted for an additional year of experience.
Knowledge of:
- The field of early care and education and challenges it faces in financing, staffing, and technology limitations
- State requirements around quality early care and education, including the reporting requirements for Quality Counts California and the Common Data File
- Data systems and technology solutions for streamlining business practices and capturing and storing data, including collection, storage, and analysis of data and business flow practices to enhance improved experience for early educators, program administrators, or other end users.
- Principles and practices for data validation and quality checks to ensure accuracy, consistency, and reliability of integrated data
- Principles and practices of supervision, management, and team leadership, particularly leadership in a time of growth and/or change management practices
- Principles and practices of contract negotiation, development, and management
- Budgetary creation and financial recordkeeping procedures
- Principles of equity, social, racial, and economic justice
- Principles and practices of planning and project management
- Proficiency in Microsoft Office Suite, Smartsheet

- Collaborate and coordinate with varying staff, partner agencies, and ECE programs

Please note:
- We are currently working a hybrid 2 day per week in-office schedule and employees also come to the office to attend meetings and as requested.
- All First 5 employees must live and work in California.
- The salary range for this position is $93,000 to $130,000 and as an independent government agency, the posted salary is the set salary range for this position. We cannot offer salaries above this posted range.
