Description

The ECE Technology & Design Officer is responsible for the development, implementation, maintenance, enhancement, and user training of ECE web-based products used to administer multi-stakeholder initiatives, including coordinating eligibility and enrollment for ECE subsidy programs.  Areas of responsibility include the design and development of a new ECE Eligibility and Enrollment system county-wide, integration of ECE technology agency wide to enhance work needs, supervising staff and managing all related contracts.

  • Collaboratively develop and implement plans to deliver significant improvements for complex systems in the Early Childhood Education sector. Manages high level relationships across government agencies and leads a team to implement technical and operational solutions.
  • Crafts an organization level strategy for ECE technology within the organization and across the County.
  • Leads the team that plans for, designs and implements web-based software solutions, ensuring that First 5 Alameda applications consistently collect data, and deliver an excellent experience for all communities interacting with our software.
  • Oversees staff responsible for managing key third-party developers and vendor relationships that provide and conduct ongoing user research and design continuous improvements with consideration to functionality and cost.
  • Serves as primary liaison for identified third-party developers and vendors for First 5 Technology ECE related projects; coordinates internal meetings for project planning and development specifications and follow-up meetings for testing, feedback and implementation
  • Plans, manages, and supports F5AC’s ECE technology infrastructure in collaboration with the  leadership ensuring that it is a stable, secure, documented, and scalable system that supports internal staff and the community through direct support or vendor coordination
  • Contributes to and manages components of the F5AC technology budget
  • Maintains and synthesizes information, data and records to evaluate and report on the effectiveness of current data systems, and utilize this information to inform and recommend modification and/or new development
  • Negotiates contracts with service providers, ensures that contracts are prepared and executed accurately and timely, and ensures compliance with contract deliverables
  • Additional projects and duties as assigned.

Qualifications


  • A minimum of ten years of full-time progressively responsible related experience in a public or private organization preferred experience administering ECE subsidy programs that require designing, developing and implementing data systems and applications across multiple platforms.
  • Bachelor’s degree from an accredited four-year college or university with major coursework in a related field may be substituted for 4 years of experience. A Master’s degree may be substituted for an additional year of experience.

Knowledge of:

  • Application development, documentation, and end user support for modern software development
  • Agile development methodology and human centered design practice
  • Practices and techniques of technical writing, user manual development, and report preparation
  • Practices of contract negotiation, development and management
  • Budget creation, monitoring and management, and financial recordkeeping procedures
  • Basic knowledge of HIPAA, FERPA and confidentiality laws
  • Adult learning theory and strategies for effective training methods
  • Applicable state and local laws, rules and regulations
  • Proficiency in Microsoft Office 365 and web-based data collection systemsAbilit
  • Principles and practices of supervision
  • Principles and practices of project management

Ability to:

  • Establish and maintain effective, collaborative working relationships with a wide range of individuals including but not limited to, F5AC staff, vendors, programmers, partnering agencies, community partners and providers
  • Assess, plan, monitor and evaluate technology and applications needs, utilizing and applying data to identify and resolve issues

  • Plan and manage projects and work to ensure organizational goals are achieved
  • Effectively supervise and provide leadership to staff
  • Analyze, develop and monitor budgets and expenditures
  • Negotiate, develop, and monitor contracts
  • Develop and provide trainings and presentations to diverse audiences, including staff and partners with varying technical abilities
  • Effectively communicate technical and procedural language using common terms
  • Plan, facilitate, and contribute (critical thinking and active listening skills) to group meetings effectively; effectively represent the agency in meetings
  • Demonstrate cultural awareness and sensitivity in a variety of contexts
  • Lead and work in a multidisciplinary team setting
  • Define and address complex problems requiring the analysis of multiple variables or situations; collect, synthesize, and analyze information; consider alternatives; and draw valid conclusions
  • Exercise sound judgment within broadly defined practices and procedures to create and select appropriate strategies and make and carry out effective decisions
  • Communicate clearly and effectively, orally and in writing, to staff, the Commission, partners, and the public, including ability to write and produce reports
  • Read, analyze and interpret common professional and technical publications, policy documents, financial reports and related business documents and information
  • Meet attendance requirements of the position, be punctual and timely in meeting all requirements for work performance
  • Adapt, with minimal or no advance notice, to changes in agency operations and work assignments or procedures

Please note:

  • We are currently working a hybrid 2 day per week in-office schedule and employees also come to the office to attend meetings and as requested.
  • All First 5 employees must live and work in California.
  • The salary range for this position is $127,000 to $175,000 and as an independent government agency, the posted salary is the set salary range for this position. We cannot offer salaries above this posted range.
