This position involves providing logistics analysis support to the Naval Sea Systems Command (NAVSEA) PMS 408 Logistics Functional Area Manager/Product Support Office. The role includes ongoing analytical support and logistics policy and program management, as well as administrative support for various program objectives. Key responsibilities include delivering comprehensive analysis, aiding in the management of logistics projects, and collaborating closely with team members to ensure effective program execution and management.

The Contractor Shall:

Provide logistics, operations and sustainment management support services to PMS 408, including but not limited to supporting development of logistics management plans and analyses that address each of the Twelve (12) Logistics Elements. Associated tasks include the following:

  • Assist in planning, developing, and implementing a phased approach to logistics support.
  • Assist the Government in generating and revising logistics plans, analyses, and supporting documentation.
  • Provide expertise and support to Government decision makers in the review of logistics policy and procedures.
  • Participate in the preparation, analysis and review of acquisition logistics documents, plans and studies (e.g. Acquisition Logistic Support Plans (ALSPs); Life Cycle Supportability Plans (LCSP); Program Life Cycle Cost Estimates (PLCCEs) and associated documents; Configuration Management (CM) Plans; Logistic Management Information (LMI); Equipment Facility Requirements Plans; Operation & Maintenance Manuals; supply support financial planning (Program Support Data); and Performance Based Logistics (PBL)/Business Case Analyses (BCA) studies).
  • Integrate and maintain all program logistics decisions and/or milestones into the program master schedule.
  • Coordinate with Technical Design Activities (TDAs), hardware vendors, and Program Office logisticians and engineers.
  • Assist in preparing for, facilitate and participating as a non-voting member in, significant logistics events including but not limited to Integrated Logistics Assessments (ILAs), In-Process Reviews (IPRs) for training curricula and technical manuals, Navy Training System Plan (NTSP) conferences, Configuration Control Boards (CCBs), Provisioning Conferences, and Integrated Logistics Support (ILS) Management Team (ILSMT) meetings and working groups.
  • Coordinate support between the Program Offices and the In-Service Engineering Agents (ISEAs). Recommend measures to improve system performance.
  • Provide analyses and administration of parts support, initiation, data input and maintenance of allowance documents, and the Navy Program Support Database (PSD), provide analyses of PSD requirements and input data into the NAVY PSD System.
  • Provide logistics resource planning, analyses, assistance, and support to develop and maintain the Logistics Funding Requirements Summary (LFRS).
  • Assist tracking inventories of Sponsor Owned Materials (SOMs) and Government Owned Materials (GOMs) to include cognizant Sponsor/Government entity, type of equipment/material, quantities, storage location, and utilization history.
  • Provide direct on-site or temporary team support to fleet or operational activities if required.
  • Organize, facilitate and host program meetings, reviews, and conferences at specified locations.
  • Assist in planning, coordinating and providing analysis to Operations, Maintenance, and Supply (OM&S) and Reliability, Availability, Maintainability and Cost (RAM-C) quarterly reports and meetings (i.e. issuing data calls, collecting and compiling data, coordinating the meetings, developing meeting minutes, and tracking actionable items).

Must have effective communication and organizational abilities that are essential for collaborating with diverse teams and stakeholders. This role offers a hybrid work schedule, allowing for a combination of on-site and remote work to provide flexibility while ensuring the mission's success.

  • At least six (6) years of direct support to the United States military or Department of Defense.
  • At least Five (5) years of work experience in logistics management.
  • DoD Secret clearance is required.

 Skills and Qualifications:

  • Possess the ability to draft, review and adjudicate logistics and acquisition related documentation.
  • In-depth knowledge of Navy, NAVSEA and supported command logistical concepts (supply, maintenance, financial systems, policies, procedures, and regulations).
  • Strong communication, interpersonal and negotiation skills.
  • Undergraduate degree (BA/BS) is desired.
  • Defense Acquisition University (DAU) Life Cycle Logistics Level II (or equivalent) is desired.

  • While performing the duties of this job, the employee may be regularly required to stand, sit, talk, hear, reach, stoop, kneel, and use hands and fingers to operate a computer, telephone, and keyboard.
  • Specific vision abilities required by this job include close vision requirements due to computer work.
  • Light to moderate lifting may be required.
  • Regular, predictable attendance is required.
