Job Summary

The Regional Director of Facilities Management is accountable for leading the communication and implementation of all corporate and regional objectives in the Market. Additionally, responsible for collaborating with facilities managers, high rise leaders and boards to deliver exceptional service and solutions that enhance the value of every property we manage relative to safety, security and preventative maintenance, Project Management and Vendor vetting/work scope validation.

  • Form a Best Practice Committee with Facility Managers
  • Establish a monthly meeting that fosters uniformity between facilities to enhance the development and enhancement of facilities SOPs in the market that are in alignment with Regional SOP's.
  • Establish transition plan for new properties / management
  • Develop and implement safety and preventative maintenance training programs that will develop and provide cross-training for facility assistants and porters
  • Oversee training programs and educating property engineers\facility assistants to raise overall skill levels in all areas of the department.
  • Ensure all inspections are current and 100% compliant in all properties.
  • Verify price points for Utilities, Maintenance Supplies and Repairs, Reserve Contribution guidance during Annual Budget preparation with on-site management and Board/applicable Committee Members.
  • Ensures the minimum training, preventative maintenance, work-order tracking, required inspections and permits requirements are met.
  • Assist in recruiting strategies to keep property facility positions, housekeeping and porters are fully staffed and support hiring standards.
  • Work with on-site Facilities Managers/General Managers to provide performance feedback-90-Day/Annual/Coach and council/PIP
  • Coordinate technical training seminars for facility employees and monitor training program completion
  • Conduct inspections on pools, curb appeal, maintenance shops, Landscaping/grounds, amenities, administration processes, review weekly report, preventative maintenance program and safety compliance to ensure that they reflect and represent the quality of the One complete Audit Report annually with quarterly follow-up visits and report updates.
  • Ensure qualified engineers are in place and are productive and training is being provided to engineers, proper procedures are being followed, best prices for commodities are being obtained and that service contractors are performing work properly with a full inventory of maintenance materials and supplies
  • Evaluate contractors' performance, evaluate of contract cost(s) and provide provisions for competitive bidding and recommendation for selection.
  • Provide recommendations regarding staffing for open facility\ engineering positions and participate in the hiring
  • Ensure Action Item List is prepared weekly with timebound completion dates, relative updates, and ownership.
  • Attend Monthly/Annual Board Meetings regularly to update community Members on projects, resources and support to the Association.
  • Provide oversight of safety awareness and safety reports
  • Provide a monthly report of activities highlighting non-routine events such as major projects, training received, saving achieved, significant customer services items and issues/concerns.
  • Ensure an after-hours program is in place to provide technical coverage and equitable for staff participation while striving to reduce
  • Ensuring that all facility\engineers have a positive and prompt response to all work order requests.
  • Ensuring a positive and prompt response for the implementation or ongoing programs to constantly assess the maintenance and upkeep of the property and to monitor resident

Code Compliance:

  • Visits all designated communities on a pre-determined scheduled day and review with the VP of High-rise
  • OSHA- Promptly report all incidents, accidents, and/or injuries and provides thorough evaluation regarding cause and effect and implement corrective actions as necessary to prevent further Inspect relating to non-complying items and coordinate having corrections made. Life Cycle Management

  • Monitor Preventative Maintenance Program in accordance to Regional SOP.
  • Coordinate and ensure all Preventative Maintenance are completed during specified time
  • Negotiate, develop and execute service contracts with assistance from corporate and property GM/Facilities Manager.
  • Work as a liaison between the national/local corporate team and property chief engineer/facility
  • Oversee and administer uniform Preventative Maintenance program for the reserve components through the improvement of the “Connect” property management software with a computerized maintenance management system (CMMS).

Utility Management:

  • Keep current on state of energy technology related to building Provide recommendations to management. Keep current on regulation (and deregulation) relates to utilities.

Procurement Management:

  • Aggregate purchasing power by create regional preferred vendors/service contractors list for best pricing and quality routine service repair. Material/equipment selections will be based on lowest life cycle cost and in accordance with existing building grade. Identify and apply internal and external resources to accomplish
  • Inventory control, coordination of bidding and pricing, recommendation of vendors, issuance of purchase orders or receipt of contract, confirmation of receipt of goods or service and maintenance of quality and cost
  • Meets with vendors and suppliers to discuss specification of products and material used for, repair and maintenance activities.
  • Make recommendations of vendors for monthly GM/AGM virtual calls.
  • Obtain pricing and bids and create cost estimates when necessary and as requested by the Board of Directors.

Project Management:

  • Develop and prepare business analysis Manage multiple projects, set priorities, exercise sound judgment, and clearly communicates finding and advice.
  • Works with Corporate and property GM/Facility Manager to identify potential profitable ROI
  • Acts as a liaison between the national/local corporate team and property chief engineer/facility manager on major and or minor capital
  • Plan and manage activities related to major, and/or minor renovation capital projects at communities by performing due diligence and property condition
  • Recommend renovations to address life/safety, environmental, and overall physical needs of the Develop the scope of work, budget, project timetable, and supervising the construction and renovations work through completion. Document all recommendations presented to the Board.

Education and Experience:

  • Bachelor's degree or equivalent
  • 15 years or more facilities management in high rise environment
  • Proven track record of conceptualizing and executing on significant facilities optimization projects, ideally including significant office consolidation
  • Experience in bidding out goods and services and negotiating economic and contractual terms and conditions.

  • Strong verbal and written communication skills

Physical Requirements / Working Environment:

This position works under usual office conditions. The employee is required to work at a personal computer as well as be on the phone for extended periods of time. Must be able to stand, sit and walk. The incumbent must be able to work extended and flexible hours and weekends as needed. Physical demands include ability to lift up to 50 lbs. Travel:
  • Up to 25% regional overnight or same-day travel required to San Antonio; increasing in intensity and frequency based upon projects.

As a full-time exempt associate, you will be eligible for full comprehensive benefits to include your choice of multiple medical plans, dental, vision. Compensation: $80000 - $90000 / year
