Job Summary
Seeking candidates with experience in the pipeline industry to join Flare Construction's pipeline division. This position is responsible for training and evaluation on OQ tasks in classroom and hands-on settings, utilizing Veriforce, NCCER, EWN, MEA, and ITS systems. This candidate must be able to work independently and travel when necessary. Assist Hazardous Liquids and Natural Gas business units with the qualification and training of personnel performing DOT-regulated pipeline covered tasks in compliance with federal and applicable state pipeline safety regulatory requirements, cost-effectively and efficiently, with minimal impact on the business units' processes or resources.
Duties and Responsibilities include but are not limited to the following:
- Regulatory Compliance: Stay up to date with federal regulations, client standards and policies, and guidelines set forth by the PHSA and other relevant authorities pertaining to pipeline safety and operator qualification.
- Record-Keeping: Maintain a comprehensive database of evaluations and assessments to track progress and ensure compliance.
- Prepare, organize, and submit OQ task documentation
- Self-scheduling of OQ training, evaluations, and expiration dates for field employees.
- Classroom and hands-on instruction
- Adhere to the Company's compliance process and uphold the Company's core values.
Experience/Specific Knowledge:
- Knowledge of and work experience with DOT parts 192 and 195.
- Strong analytical skills and logical thought processes, with the ability to identify and resolve complex training and employee issues/problems, are required.
- Proven communication and presentation skills, oral and written, with ability to communicate with a variety of individuals and personalities at all levels internally and outside the organization, bilingual a plus.
- Ability to work effectively with a team, take direction from supervisors, focus attention on details, follow work rules, and adhere to work schedules.
- Strong proficiency in MS Office applications (Word, Excel, Outlook, PowerPoint, and Teams) is required.
- Ability to organize and prioritize daily work, and maintain confidentiality.
- Self-motivated and capable of working with minimal direct supervision.
- Ability to successfully perform multiple tasks with strict and sometimes short deadlines
Qualifications:
Minimum 5 years of relevant experience and/or field knowledge, preferably in the following areas: pipeline installation and maintenance, corrosion maintenance, coating application and maintenance, cathodic protection systems, pressure regulation, location and line marking, excavating and backfilling, welding, atmospheric monitoring, inspection, and valve maintenance. Highly proficient in gas operation and station work procedures.
Previous OQ knowledge/experience.
- Must be able to work independently while demonstrating strong leadership qualities and integrity in document control, handling, and process criteria.
- Ability to organize and administer the project Quality Management System.
- Employees in this position will demonstrate knowledge of the OQ Law.
Communication and PC skills are essential, including proficiency in Microsoft Office, Excel, PowerPoint, and Access.
- A minimum of one year of relevant Quality Supervisor fieldwork experience is preferred, with work history references who can be contacted during the interview process.
- Successful interpersonal communication and meeting management skills.
Travel will be required.
- A DOT OQ Evaluator/Trainer should have a strong understanding of the pipeline operations, safety regulations, and industry standards. They should also possess excellent communication skills, attention to detail, and the ability to work independently and collaboratively with stakeholders, clients, and co-workers to maintain the safety and reliability of the nation's pipeline infrastructure.
