This Government Operations Consultant II position is located in the Division of Community Development - Office of Long-Term Resiliency and part of the Environmental Team. The state of Florida has been allocated federal funding to support long-term disaster recovery through the Community Development Block Grant - Disaster Recovery Program (CDBG-DR). CDBG-DR funding is designed to address housing, infrastructure, economic development and mitigation needs that remain after other assistance has been exhausted, including federal assistance as well as private insurance.Your Specific Responsibilities: Conducts technical evaluations of Environmental Assessments and tiered environmental reviews submitted for compliance with federal and state regulatory requirements.Supports Long-Term Resiliency (OLTR) housing efforts focusing on the analysis of environmental reports.Proficiently documents and tracks status of numerous concurrent projects.Works with internal agency programs and the grant managers of those programs.Consults with local, state, and federal offices, including tribal councils, as needed, to ensure environmental reviews meet all compliance standards and required time frames.Provides technical assistance to implementation vendors and program staff on Environmental Review Requirements.Reviews documentation for consistency with program, state, and federal requirements.Participates in the development of Environmental Assessments and tiered environmental reviews for the Department as needed.Participates in conferences, workshops, seminars, training sessions and similar activities relevant to the program and environmental reviews.Performs other duties as assigned.Required Knowledge, Skills, and Abilities: Ability to work independently and as a member of a team.Ability to effectively communicate both verbally and in writing.Ability to apply critical thinking for effective problem solving.Skilled technical reviewer with concise writing skills.Ability to research, interpret and apply rules and regulations.Ability to complete a high volume of high-quality technical reviews.Ability to prepare documents in Word and Adobe, create spreadsheets in Excel, and PowerPoint presentations.Ability to conduct environmental research and review technical reports to support disaster recovery projects.Ability to organize and prioritize work assignments and effectively manage multiple tasks.Ability to technically analyze data.Ability to establish and maintain effective working relationships with others.Knowledge in Microsoft Office Systems such as Excel, Word, Outlook.Knowledge of Adobe Acrobat.
