Overview

The Road Foreman of Engines is the Designated Supervisor of Locomotive Engineers (DSLE) as described in Florida East Coast (FEC) Railway’s Locomotive Engineer Certification Program.  Ensures compliance with all FEC and Federal Railroad Administration requirements for eligibility, training, testing, certification and monitoring of locomotive engineers. 

Responsibilities

RESPONSIBILITIES: 

 

  • Teaches federally-mandated certification program for company’s engineers, including classroom instruction and riding locomotives
  • Partners with Transportation management to provide technical information regarding safety, equipment, and policies
  • Provides training and information to Engineers regarding certification and terrain
  • Reviews and implements operations processes in order to maximize efficiency
  • Tests and qualifies Engineers to ensure license certification is achieved and maintained
  • Conduct training classes for company’s conductors and trainmen
  • Observes engineers on locomotives during efficiency tests to ensure compliance with federal regulations and company policy; also makes these same type observations of engineer performance while remaining unseen along the right-of-way
  • May be required to function as an engineer, conductor, or trainmen during times of need
  • Promote safety among employees
  • Other duties as assigned

 

 SUPERVISORY RESPONSIBILITIES:

 

  • Responsible for the overall direction, coordination, and evaluation of company’s train crews
  • Interview, hire, and train employees
  • Supervises train, engine and yard crews for safe and efficient operation
  • Plan, as­sign, and direct work while apprais­ing performance
  • Address com­plaints and re­solve problems
  • Post Accident Investigations
  • Active monitoring of Engineer(s) performance

 

Qualifications

MINIMUM QUALIFICATIONS:

 

  • High School Diploma or equivalent
  • Federal and local regulation knowledge regarding train operations
  • Must be a certified locomotive engineer with five (5) years of verifiable experience as a locomotive engineer
  • Must be able to successfully pass test(s) and perform the duties of the Designated Supervisor of Locomotive Engineer
  • Two years of supervising, directing, or being a team leader for train operations personnel
  • Must have thorough working knowledge of Code of Federal Regulations Part 240
  • Must be safety conscious and able to support and contribute to a strong safety process

 

PREFERRED QUALIFICATIONS:

 

  • Bachelor’s degree from an accredited institution, preferably with an emphasis in Transportation, Business Management or related field

 

KNOWLEDGE & SKILLS:

  • Effective written and verbal communication skills
  • Must possess leadership skills and have the ability to communicate effectively with all levels of personnel, customers and vendors
  • Organizational skills, attention to detail, as well as proven analytical ability
  • Strong problem solving skills, ability to use good business judgment and attentive decision making
  • Outstanding interpersonal skills and the ability to interact across different levels of the organization and with external clients
  • Ability to read and interpret documents such as safety rules, operating and maintenance instructions, financial reports, locomotive downloads and procedure manuals
  • Outstanding leadership abilities including problem solving, interpersonal communications, goal orientation, teaching/coaching, self-discipline and systemic thinking
  • Proficiency with MS Office (Excel, PowerPoint, Word, Outlook)
  • Ability to manage multiple priorities as well as flexibility to adapt to change with new systems and methods while working in a team environment
  • Ability to interpret/analyze locomotive downloads

 

JOB REQUIREMENTS:

 

  • Up to 75% travel required
  • The employee must occasionally lift and/or move up to 50 pounds
  • Specific vision abilities required by this job include close vision, dis­tance vision, color vision, peripheral vision, depth perception, and the abil­ity to adjust focus
  • Incumbent must be able to pass hearing and vision acuity requirements as outlined in CFR Part 240
  • Regularly works in outside weather conditions
  • Works near mov­ing mechanical parts and in high, precarious places
  • The noise level in the work environment is usually loud
  • Work hours may include a non-standard work week
  • Must pass a background and drug screening
  • Must have a valid driver’s license
