Duties
As a BUDGET ANALYST (TITLE 5), GS-0560-9, you will develop procedures and objectives pertaining to budget estimates for use by management officials to ensure compliance with State and National Guard Bureau's (NGB) requirements. Based on knowledge of the missions, functions, goals, objectives, procedures, and activities, forecasts program needs for Real Property Operations and Maintenance (RPOM) and Military Construction (MILCON). Assesses the needs and accomplishments of the serviced activities to anticipated and actual dollar figures in the budget. Analyzes and interprets source information as it applies to the budget. Recommends ways to ensure conformance with established guidelines to the CFMO and other accounts managers.

AREA OF CONSIDERATION: This position is in the Excepted Service "under the authority of?Title 5, P.L. 114-328, Sections 932 and 1084 (FY17 NDAA)", and is open to US citizens interested in helping the Department of the Army meet our mission requirements as a Budget Analyst.
TEMPORARY PROMOTION- For Title 5 selectees only: This is an obligated position. If a permanent employee is in the Title 5 excepted civil service accepts this position, he/she will retain their permanent status AND return to their previous Title 5 position once the Technician returns to his/her original position. If the Technician, who has reemployment rights to this position, does not exercise his/her reemployment rights within 5 years, the selected individual may remain in this position without further competition.
INDEFINITE APPOINTMENT-For Current Title 32 selectees only: This is an obligated position. If an on-board individual employed in the Title 32 excepted civil service accepts this position, he/she will receive an indefinite appointment (Tenure 3). If a Reduction-In-Force occurs and/or the Technician exercises reemployment rights to this position, the indefinite appointee will have no reemployment rights to any other position and may be separated. If the Technician, having reemployment rights to this position, does not exercise his/her rights within 5 years, this position may be converted to a permanent status without further competition.
INDEFINITE APPOINTMENT- Florida State National Guard Members (Not Current T5 or T32 Onboard) This is an obligated position. Selectee will receive an indefinite appointment (Tenure 3). If a Reduction-In-Force occurs and/or the Technician exercises reemployment right to this position, the indefinite appointee will have no reemployment rights to any other position and may be separated. If the Technician, having reemployment rights to this position, does not exercise his/her rights within 5 years, this position may be converted to a permanent status without further competition.
PCS: Permanent Change of Station (PCS) costs, Recruitment or Relocation Incentive MAY be authorized. Authorization for payment of PCS expenses, Recruitment or Relocation Incentive will be granted ONLY after determination is made that payment is in the best interest of the Florida National Guard.
FLARNG BUS Code NG5022: This position is "included" in the bargaining unit and eligible for labor organization representation. The current exclusive representative is The Association of Civilian Technicians, Chapter 87 and the President is Mr. Michael Ortmayer at actch87@gmail.com.
NOTE: Must be Financial Manager Level 2 qualified within 2 years of employment.
GENERAL EXPERIENCE: Must have experience with financial management budget administration, budget formulation, and budget execution with a high order of analytical ability, providing management oversight and guidance to the budget formulation and execution process, performs work that follows established methods and procedures; using practical knowledge of the operations, procedures, and policies of specific program areas or functional assignments; and problem solving techniques and the ability to communicate effectively both orally and in writing.
SPECIALIZED EXPERIENCE - GS-09: Must have at least one year of specialized experiences at the GS-07 level or the equivalent which provides knowledge and/or experience, education, or training of finance budget competencies that provided knowledge of financial principles and procedures; candidate must have a good understanding of the basic principles and concepts of the National Guard financial budget business program requirements; experiences and training that demonstrate the abilities to follow directions, to read, retain, and understand a variety of instructions, regulations, policies, and procedures.
Education
In lieu of specialized experience, you may qualify with the following education or combination of both education and experience:
Successful completion of a master's or equivalent graduate degree
or
2 full years of progressively higher level graduate education leading to such a degree
or
LL.B. or J.D., if related
