Duties

  • Serves as the "alter ego" for the Director to plan, organize, and manage the activities of the Directorate to meet the needs and conduct of Special Operations worldwide including required capabilities, capacities, and authorities dictated in Title 10 of the U.S. Code and the Unified Command Plan.
  • Exercises supervisory personnel management responsibilities. Directs, coordinates, and oversees work through subordinate supervisors. Advises staff regarding policies, procedures, and directives of higher level management or headquarters.
  • Represents the Directorate with a variety of command organizations and outside agencies.
  • Provides executive advice on substantive issues to the USSOCOM Commanding General (CG) and J5 Director on development and synchronization of Strategic Engagements.
  • Incumbent is responsible to ensure the core classified national information protection security disciplines of information are fully covered from a policy and programmatic view point to ensure overall information protection requirements meet mission requirements.

  • This position is subject to provisions of the DoD Priority Placement Program
  • This is a drug testing designated position. The incumbent is subject to pre-employment drug testing as a condition of employment, and participation in random drug testing.
  • Work will require frequent travel away from the normal duty station on military and commercial aircraft for TDY to attend office calls, meetings, conferences, workshops, seminars, orientation, and make staff visits
  • The employee may be required to work other than normal duty hours, which may include evenings, weekends, and/or holidays.
  • This is a Mission-Essential position performing a Mission-Critical-Function which must continue uninterrupted after the occurrence of an emergency and continued through full resumption of all functions.

  • Key - "This position is designated as a key position IAW AFI 36-507. Duties of this position are essential to the accomplishment of wartime/contingency operations. Incumbents of key positions must be removed from their military recall status if alternatives for filling of the position during an emergency are not available.

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administration and Management Positions, Management and Program Analysis Series, 0343.

SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-14, or equivalent in other pay systems. Examples of specialized experience includes knowledge of DOD, Joint Command and Staff, Services, interagency, international partners, functions, operations, policies, procedures, and practices and the concepts, theories, and practices of the strategic engagement of high-level national and international policy and strategy interpretation, evaluation and implementation into defense policy and strategic documents; knowledge of personnel management, EEO, and safety and security regulations, practices, and procedures; knowledge of ongoing and future Quadrennial Defense Review actions and agendas to ensure that strategic narratives of national matches the strategy and vector of the agency; knowledge of national strategic policies and plans in order to research and develop practical and innovative solutions to interact on global challenges to provide executive leadership with priorities for Special Operations Forces.

FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in­-grade requirements to be considered eligible. One year at the GS-14 level is required to meet the time-in-grade requirements for the GS-15 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:

  • Knowledge of DOD, Joint Command and Staff, Services, interagency, international partners, functions, operations, policies, procedures, and practices and the concepts, theories, and practices of the strategic engagement of high-level national and international policy and strategy interpretation, evaluation and implementation into defense policy and strategic documents.
  • Knowledge of personnel management, EEO, and safety and security regulations, practices, and procedures.
  • Ability to plan, organizes, and directs the functions and mentor, motivate, and apprise the staff of an organization through subordinate supervisors.
  • Ability to analyze, plan, and adjust work operations of one or more organizational segments to meet program requirements and objectives within available resources.
  • Knowledge of ongoing and future Quadrennial Defense Review actions and agendas to ensure that strategic narratives of national matches the strategy and vector of the agency; knowledge of national strategic policies and plans in order to research and develop practical and innovative solutions to interact on global challenges to provide executive leadership with priorities for Special Operations Forces.
  • Ability to communicate, both orally and in writing, clearly, concisely, and with technical accuracy.

PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

The SF-50, block 24 must contain "1" or "2" AND block 34 must be a "1". Employees eligible under an OPM approved interchange agreement, block 34 may contain a "1" or "2".
  • Promotion Consideration: If you wish to be considered as a promotion candidate and your SF-50 has an effective date within the past year, it may not clearly demonstrate you meet the one-year time-in-grade requirements. You will need to provide additional SF-50s which clearly demonstrates you meet the time-in-grade requirements (examples of appropriate SF-50s include Promotions, Within-Grade, Grade/Range Increases, and SF-50s with an effective date more than one year old).

ACTIVE DUTY SERVICE MEMBERS: The VOW Act requires federal agencies to treat an eligible active duty service member as a veteran, disabled veteran, and preference eligible (as applicable) when applying for civil service positions before the effective release or discharge date. Appointment of military members before the release or discharge date is permissible if the member is on terminal leave. At the time the active duty member applies for a civil position, he or she must submit a "certification" memo in lieu of a DD-Form 214, Certificate of Release or Discharge from Active Duty. Active duty members applying for a civil service position without submitting a valid certification memo or DD-Form 214 with their application will render the member ineligible for the position. The certification memo must originate from the member's military service branch on official letterhead and contain the following:

  • Name/Rank/Grade of Service Member
  • Branch of Armed Forces
  • Dates of Active Service (Start and End Date(s)
  • Expected Date of Discharge/Release from Active Duty
  • Terminal leave start date (if applicable)
  • Expected character of service (honorable or general) and type of separation (i.e. separation or retirement)
  • Must be certified within 120 days of anticipated discharge
  • Signature by, or by direction of the adjutant, personnel office, unit commander, or higher headquarters commander. Note: The VOW Act provides tentative preference. If appointed, a DD Form-214 must be submitted upon receipt.
