Position Overview
Under limited management direction, performs Project Controls job functions as assigned by management. Typical job responsibilities are to assist and support management in ensuring proper control, tracking and cost accounting for project cost and work scope alignment with the approved project Work Breakdown Structure and coding. The specific work assignment may include duties or activities that assist and support management in one or more of the following functional areas, in addition to other duties as assigned :
Demonstrated knowledge and ability to perform the duties of a PC Supervisor
Plans, schedules and organizes the work to ensure utilization of employees and compliance with all contract requirements, quality standards and budgetary guidelines
Ensures staffing levels of supervised personnel are maintained in a manner which allows the effective execution of the assigned scope of work at all times
Leads, initiates, organizes and directs staff in performing activities with respect to project execution, planning, control team consistency in project execution, systems and employee performance appraisal, career development and counseling
Supports operations from acquisition of new work through project execution and closeout, including staffing and overseeing projects
Inputs data in various scheduling,cost or earned value management tools and generate schedules, labor hour reports, cost reports and earned value reports.
May be assigned special projects
Responsible for providing technical and administrative direction, coordination, evaluation, training and coaching to the Project Controls team
Analyzes variances in cost and schedule performance against the plan and communicates the reasons for the issuance of variance and proposed mitigation plans to Project Management
Supervises the implementation of Work Breakdown and Project Coding Structures for control and integrity of work to be performed as defined by the contract
Leads proposal efforts for cost / scheduling activities
Interprets contract conditions to ensure compliance
Responsible for development or review / update of various plans, policies or procedures as needed
Responsible for maintaining positive employee relations
Develops, implements and directs the total Project Controls program
Perform duties complex in nature
Other job related duties as assigned
Maintains knowledge of and demonstrates ability to perform work safely in accordance with all approved safety policies, procedures and applicable regulations and performs assigned duties in a safe manner. If supervising others, has responsibility for the safety of those being supervised and ensures they comply with established safety policies and procedures and practice safe work habits
Actively participates in Safety Work Groups
Working Conditions
Work in an office at a normal environmental restoration atmosphere (outdated and / or abandoned facilities or industrial field environments). May also work at off-project sites representing the organization at various types of locations throughout the community for business purposes. Potential exposure to equipment movement hazards, dangerous chemicals / solvents or hazardous and radioactive materials if proper safety procedures are not followed.
Ability to perform sedentary to light work, exerting up to 50 pounds of force occasionally (any exertion of force / lifting greater than 45 pounds requires usage of a two person “buddy system”), non-repetitive, up to 20 pounds of force frequently, and / or up to 10 pounds of force constantly, repetitive; performing such activities as lifting, lowering, carrying, pushing, pulling, standing, walking, grasping, kneeling, stooping, reaching.
Ability to perform primary office duties including heavy computer usage.
In some cases radiological training may be require d .

Required Experience
Minimum Requirements
BA / BS degree in a related field and 15 years of related experience, or an equivalent combination of education and experience is required. Typical experience ranges from 15 - 20 years.
- Preferred Experience :
Prior supervisory experience as a Project Controls Field Team Lead / Supervisor / Manager over a team of Project Controls Specialists (PCSs), preferably in a DOE environment / project with a certified Earned Value Management System (EVMS)
Prior experience applying Project Controls skills and implementing Earned Value Management (EVM) on a capital asset project (CAP) is a plus
Strong PC skills to include Microsoft software; automated accounting and cost management / scheduling systems including Primavera P6 (8 years) and Deltek COBRA (8 years)
Strong interpersonal and communication skills
