What are the responsibilities and job description for the Deputy Director of Project Services position at Fluor Corp?
Fluor is seeking candidates for opportunities within our Program Delivery Support (PDS) team, working alongside the California High-Speed Rail Authority, to provide program delivery and program management services for one of the largest planned infrastructure projects in the U.S.
The system will connect the 500-mile stretch between the Los Angeles region with the San Francisco Bay Area, with up to 24 stations. The first phase of the program is currently under construction in California’s Central Valley.
This individual shall support the Director of Project Services and provide leadership and overall direction in support of the Program Control’s performance, cost and contingency, and baseline estimating management units. This position requires a leader who will perform day-to-day management responsibilities to complete the work of each assigned unit and lead teams of specialized program controls individuals. In addition, the Deputy Director of Project Services will be the main point of contact for the coordination and combined efforts with the Financial Office. This individual will support the development and management of policies and procedures, establishing best practices related to program management and controls, in addition to improvements in our performance management processes.
• Liaise with PDS task leads and Authority branch directors to ensure effective and efficient coordination of activities to achieve successful execution of the Authority’s program and project control functions.
• Support overall direction of the Program Control baseline management section.
• Lead teams of functional disciplined managers and specialists for assigned responsibility units.
• Coordinate baseline process and aligned reports, monitor, and analyze program performance.
• Support all Program Delivery functional directors baseline management and change needs.
• Support the Grant Application team in providing cost detail breakdowns where appropriate.
• Support the Business Plan and Project Update Report creation.
• Responsible for the cost basis of estimate technical documents.• Accredited four (4) year degree in Project Management, Business Administration, Engineering or global equivalent in applicable field of study and twelve (12) years of work-related experience or a combination of education and directly related experience equal to sixteen (16) years if non-degreed
• High-Speed Rail related experience is a must
• Experience in leading program and project controls on complex major projects or programs.• California-registered Professional Engineer preferred
• Advanced Degree in relevant discipline
• Advanced understanding of relevant professional discipline• Familiarity with industry standard project control functions for major infrastructure projects, including monitoring and analyzing program performance against a program master schedule to promote timely and informed decision making.
• Ability to analyze and inspire innovative solutions to complex challenges.
• Well-spoken and excellent communication skills.
