This position provides leadership in the organization or functional area and is primarily engaged in
management activities that establish the direction of a department, function, or project. The position
requires the application of knowledge gained from experience and expertise to the job duties and
responsibilities. The position will make decisions in areas that may impact the organization and its
employees, clients, budgets, policies, procedures, work practices, or compliance programs.
Scope
This position provides technical and strategic direction for estimating and will be the Lead for the Power Business Line within Energy Solutions. This position has the responsibility to act as a corporate or intra-corporate expert on Estimating methods, procedures, systems, and the development of historical information. Budgets and capital expenditures, within defined limits, may also be the responsibility of this position.
This position requires frequent interface with Estimating functional leadership, project personnel, engineers, “persons most knowledgeable” in support functions and estimating members. This individual must also be able to direct a staff of estimating professionals on mega-sized projects. And as a leadership role, this position requires mentoring less experienced estimators and promoting innovation, creativity, benchmarking, and problem solving.• 15 years of Nuclear Power field experience.
Direct all activities with respect to estimate quality, execution, planning, staffing, consistency,
and systems training
• Provide oversight for adherence to standard procedures and practices
• Ensure meaningful, accurate historical data and post mortem reports are captured and utilized
• Coordinate with the project a close out report relevant to capture of benchmarking and data to
reflect actual costs
• Support and interface with business unit management in the preparation of proposals and estimates in areas
specific to cost and benchmark to previous proposals with information of deliverables consistent
to other similar projects
• Participate in all estimating strategic objectives and initiatives
• Assist department management in meetings and in the identification and assignment of staff to estimates and proposals consistent with the individual’s abilities and development needs

Lead (directly and indirectly) efforts to build and maintain solid relationships with client

• Work to a project or proposal schedule including assigning resources and requesting external
consultants input or data specific to project needs
• Present and sell an estimate to management and the client with authority and credibility
• Evaluate and provide guidance in estimating Indirect Field costs and Other costs for Self Perform
and/or Construction Management projects; for example temporary facilities, camp & catering
costs, construction services, third party services, spares, vendor representatives, freight, taxes,
pre-commissioning, commissioning, escalation, contingency and warranty
• Interface with Sales, Project Management, Engineering, Procurement, Contracts, Project
Controls, Human Resources, Industrial Relations, Insurance, Tax, Legal, Finance, Information
Technology, Project Business Services, Construction, Quality Assurance, and Commissioning
when required to ensure an estimate is being prepared correctly
• Typically manage personnel and provide an environment for the development and professional
advancement of staff members, including on-the-job and formal training and development
opportunities ,and timely performance feedback
• Leverage internal and external resources to administer policies and procedures consistently
across all business lines, functions, and locations
• Analyze situations, identify and forecast pertinent problems and evaluate realistic options; and
recommend/implement appropriate course of action
• Organize and prioritize a variety of complex projects and multiple tasks in an effective and
timely manner, set priorities, and meet critical time deadlines

• years of experience using Industry recognized estimating systems
• Minimum of five (5) years of field experience, preferably in project controls, construction,
• contracts, estimating, change management, or construction supervision
• Demonstrate strong technical ability, combined with communicative skills, to lead “customers”
• to the optimum systems and methods for their application
• Exhibit a combination of salesmanship, technical empathy, and superior skills in the areas of
• estimating tools, construction management, and corporate business management
• Demonstrate good writing skills; able to communicate succinctly and with clarity
• Should be knowledgeable about both Lump Sum and Cost Reimbursable estimating
• Should be knowledgeable about both Self-Perform and Construction Management Execution
• Should be knowledgeable about internal Cost Systems, Progressing Systems, and Project Status

• Comparison Analyst, Input into and Use of Historical Data (EMS – Experience Management
• System), Procurement including a comprehensive understanding of Purchase Order and Budget
