What are the responsibilities and job description for the Protection Security Specialist position at Fluor Federal Petroleum Operations?
Administers the SPR Lock & Key Program as the Control Officer. This duty includes the following: 1. Establishing and safeguarding of various security and property protection container combinations as required 2. Developing and implementing policies, procedures, and work instructions for the program and ensuring that they are in compliance with DOE and SPR orders/directives 3. Coordinating with Site Security Specialists for changes/revisions to policies, procedures, work instructions. Assists the Site Security Specialists and the Protective Force in the discharge of their assigned duties, as they relate to Physical Security barriers and delay by providing the necessary level of technical advice, and assistance to assure optimal effectiveness of program implementation at the site level. Ensures the protection of SPR security interests defined in the body of DOE orders and directives encompassing the applicable key program element categories of protection program operations, protective force and physical security systems Manages requisitions, purchase requests, and contract requests and confers with requesting Managers regarding requirements, specifications, scopes of work, etc. Submits requisitions and contract requests to Procurement for final disposition. Completes purchase requests and ensures proper distribution upon receipt. Oversees the expenditure of government funds to ensure they are expended in a manner that is in the best interests of the MOC and the Government, to include utilization of MOC credit card program in accordance with outlined procedures. Coordinates and interfaces with internal customers to status current and planned procurement actions to facilitate timely and effective acquisition planning. Maintains complete and current files that document all actions and correspondence affecting requistions, purchases, and contracts. Performs administration of electronic SAP purchase order files for close out. Cooperates with the Security Support Services Manager with special projects, budget analysis, and problem resolution as required. Compiles status and closeout actions for items in the assessment tracking system (ATS). Ensure online Work Authorization Directives (WADS) and deliverables are met. Serve as team member on various Directorate Exercises, Security Assessments, and Self-Assessments. Conducts special interest assessments and inspections as necessary to evaluate unique areas of concern or other management interest.

Qualifications
MINIMUM QUALIFICATIONS: EDUCATION: Bachelors degree from an accredited college and three years Security experience EXPERIENCE IN LIEU OF EDUCATION: HS Diploma/GED and seven years experience in Security, Commissioned Law Enforcement, or Military service. CERTIFICATIONS, LICENSES: Must be able to acquire and maintain a DOE ?Q? security clearance
