What are the responsibilities and job description for the Site Environmental Programs Specialist position at Fluor Federal Petroleum Operations?
Immediately notifies site management of a violation or any condition which may lead to a violation of environmental regulations. Prepares and submits Quarterly Discharge Monitoring Report (DMR) for permitted discharges to Louisiana Department of Environmental Quality. Coordinates waste disposal. Provides waste characterization and ensures waste products are properly stored, inventoried, disposed, and documented. Prepares waste determination for all site waste streams. Maintains valid Class I Treatment, Production, and Distribution Potable Water and a Class I Collection and Treatment Waste Water Licenses issued by the Louisiana Department of Health and Hospitals Performs crude oil analyses in support of the crude oil quality assurance program. Establishes, maintains and operates a laboratory for analysis of water, brine, and petroleum samples. Collects, processes and analyzes environmental samples. Maintain records of data generated from analytical testing. Coordinates sample analysis with off site accredited laboratories. Provides support in solving technical and analytical problems. Provides site-related input when environmental plans, policies, and procedures are developed. Provides assistance in emergencies and instances of oil, brine and hazardous substance spills. Assists site management in their dealings with Federal, State and/or local environmental regulatory agencies when matters of pollution abatement or other environmental concerns are involved. Complies data and prepares quarterly site chemical inventory. Performs as the Pollution Prevention Focal Point for the site. Coordinates with Safety and provides information for safe handling of all chemicals on site. Act as the Site?s Chemical Hygiene Officer. Act as SMTR for service contract for analytical services and waste disposal. Developes and inputs contract data to SAP and performs service verifications as required. Completes other related duties to ensure attainment of overall job objective and completes other assignments and special projects to support Company goals. Develops and validates new analytical procedures. Reviews existing analytical procedures for quality assurance/quality control problems. Ensures all QA/QC analysis and reports are completed. Conducts laboratory audits. Maintains laboratory and environmental records as required by the Environmental Management System.

Qualifications
REQUIRED Bachelor's degree in Chemistry or Environmental Sciences plus three years laboratory experience with crude oil, storm water, ground water, waste water and potable water OR Bachelor of Science Degree plus 5 years experience working in a Petroleum/Environmental Laboratory with 3 or more of those years of experience working with environmental statues, rules and regulations Must have knowledge of federal, state and local environmental statutes, rules and regulations and the ability to work with the regulatory agencies are essential. Good oral and written communication skills required. DESIRED Louisiana Class I Distribution Potable Water License. Louisiana Class I Collection and Treatment Waste Water License.
