Position Description
The Payroll Systems Manager is responsible for overseeing the payroll systems team, providing leadership, guidance, and mentoring to Payroll System Analysts, Leads and other payroll team members, fostering a culture of continuous process improvement. This role involves strategic planning, project management, and ensuring the payroll systems are set up in compliance with all regulations. The Payroll Systems Manager collaborates with HR, Legal, IT, and other departments to align payroll systems with organizational goals and strategies. This position is particularly suited for larger organizations with complex payroll needs and multiple state compliance requirements.
Key Responsibilities:
Management Responsibilities:
- Team Management: Manage tasks and workload of team, ensuring efficient resource utilization and workload equity.
- Goal Setting: Set quality goals focusing on staff development, department growth, process improvement, and error prevention through training and automation.
- Performance Evaluations: Complete timely performance evaluations based on factual documentation and individual and department performance goals.
- Team Development and Training: Foster team development and cross-training. Encourage continuous learning and professional growth within the team by providing opportunities for skill enhancement and cross-training. This ensures team members are versatile and can support each other in various roles, promoting a collaborative and resilient work environment.
- Team Culture: Foster a positive climate and encourage strong work ethics through coaching and mentoring.
- HR Responsibilities: Hire, discipline, and terminate team members in accordance with HR and Payroll Department performance standards.
- Timekeeping Management: Manage timekeeping and absence requests to ensure proper staffing levels.
Regulatory Compliance:
- Policy Implementation: Lead efforts to design and implement practices and policies ensuring consistent compliance across the organization.
- Compliance Evaluation: Utilize internal systems to evaluate compliance and provide necessary audit reports.
- Legislative Updates: Stay abreast of industry trends and legislative changes, and implement necessary adjustments to payroll systems.
- Advisory Role: Act as an advisor to other departments on payroll regulatory and policy compliance matters.
- Legal Assistance: Assist legal counsel with employment litigation, information requests, and investigations.
System Oversight:
- Strategic Planning: Lead the team in developing and implementing strategic plans for payroll system improvements and upgrades.
- System Compliance: Oversee the team to ensure payroll systems are designed and processed accurately according to company policies, procedures, and legal requirements.
- System Testing: Guide the team in coordinating testing analysis to understand impacts and ensure system configuration changes produce expected results.
- Business Requirements Translation: Direct the team in translating business process management and customer requirements into specific software requirements. Supervise the development, setup, and execution of manual and automated test scripts.
- Data Integrity: Manage the team in designing custom ad hoc reports, resolving queries, ensuring accuracy, and maintaining data integrity.
- Continuous Improvement: Encourage a culture of continuous improvement by regularly reviewing and refining payroll processes and systems to enhance efficiency and effectiveness.
Audits:
- Audit Coordination: Lead the design and coordination of regular internal and external audits to monitor risks, ensure system accuracy, and enhance operational efficiency. Implement corrective actions based on audit findings to continuously improve processes.
- Audit Liaison: Serve as the primary liaison between the payroll compliance team and other functional departments, ensuring effective communication, project prioritization, and timely resolution of audit-related issues. Facilitate cross-functional collaboration to address audit recommendations and drive compliance.
- Audit Reporting: Develop and present detailed audit reports to senior management, highlighting key findings, risks, and recommendations for improvement. Ensure transparency and accountability in audit processes.
- Risk Management: Implement proactive risk management strategies to identify potential issues before they arise. Regularly review audit outcomes to refine risk mitigation plans and enhance system reliability.
Project Management:
- Project Oversight: Oversee and manage projects related to payroll system analysis, design, and implementation, ensuring timely and successful completion. Monitor project progress, allocate resources effectively, and address any issues that arise.
- Cross-Functional Collaboration: Facilitate collaboration within the team and with other departments to ensure seamless integration of payroll systems with broader company operations. Promote open communication and teamwork to achieve project goals.
- Testing and Analysis: Advise and lead on various testing techniques, tools, and issues related to test scripting, execution, results reporting, and monitoring. Ensure thorough testing and validation to maintain system integrity and performance.
- Documentation: Document system configurations, project outcomes, and best practices to ensure consistency and continuity. Maintain comprehensive records to support future projects and audits.
- Risk Management: Implement proactive risk management strategies to identify potential issues before they arise. Regularly review project outcomes to refine risk mitigation plans and enhance system reliability.
- Stakeholder Communication: Maintain clear and consistent communication with stakeholders throughout the project lifecycle. Provide regular updates on progress, challenges, and successes to ensure alignment and support.
Support Functions:
- Financial Reporting: Oversee the team in providing comprehensive support for internal financial reporting, risk reporting, general ledger entries, and payroll tax compliance. Ensure the team maintains accuracy and timeliness in all financial documentation and reporting processes.
- Training and Documentation: Lead the team in preparing, maintaining, and updating internal training and procedure materials. Facilitate training sessions to ensure team members are well-versed in current processes and best practices, promoting continuous improvement and operational efficiency.

- Education: Bachelor’s degree in Accounting, Finance, Business Administration, or a related field. Advanced certifications (e.g., CPP) preferred.
- Technical Skills: Advanced proficiency in payroll software and Microsoft Office Suite (Excel, Word, Outlook).
- Analytical Skills: Strong analytical skills with the ability to interpret complex system data and provide actionable insights.
