What are the responsibilities and job description for the Residential Program Manager position at Focus CS, LLC?
The Program Manager is responsible for the coordination and implementation of all services offered in the Residential Support Program. The manager exhibits a professional demeanor with all community and agency contacts. The Manager ensures that the services provided are executed with a person-centered approach and offer independence and high quality of service.
Provides supervision for the Day Support DSP’s and Team Leads. Assist in the Development of Person-Centered Individual Support Plansand attends industry meetings to stay apprised of changes and policies governing our services.
Program Manager also serves as the Risk Manager, if there is not a designated Risk Manager. The Program Manager works a standard, on-site shift, weekly, while remaining on-call for emergencies. The Program Manager will attend household planning, quality assurance, and additional as needed meetings. The Program Manager must be available after hours, weekends & holidays to help address concerns or issues and provide further support when needed
Ensures compliance with all regulatory agency standards including Human Rights, Home and Community Bases Services (HCBS), Department of Behavioral Health and Developmental Services (DBHDS) and all other direct regulatory agencies affiliated with Virginia’s Developmental Disabilities (DD) population. Additional duties include:
- Assist Director with implementing policy and procedures of Focus CS
- Attend the ISP Support meetings for new intake and renewals.
- Provide treatment recommendations to meet DD individuals’ needs.
- Attend interagency meetings.
- Review resumes and support the growth and talent development of the organization.
- Support Human Resources with Talent Acquisition functions (interviews, training, or supportive coordination thereof).
- Conduct orientation for all new DD individuals entering into Residential Support services.
- Work in collaboration with residential, support coordination, and other supportive agencies for the individual
- Complete annual performance evaluations in conjunction with Program Supervisor and Director.
- Oversees the planning and execution of QDDP Training modules.
- Stay apprised of DBHDS, DMAS and interagency policies and regulations.
- Complete weekly chart audits to maintain quality assurance and minimize risks.
- Review documentation (ISPs, Quarterlies, Discharges, Progress Notes)
- Communicate with Program Supervisors, Director, and/or HR to address Disciplinary Concerns.
Education and Experience (Minimum Requirements)
The employee must have a valid Driver’s license in good standing, active Medication Management Training, First Aid Certification - through American Red Cross or American Heart Association, Bachelor’s Degree in a Human Services Degree Field, Experience in Working with people with developmental disabilities, hold the Qualified Developmental Disabilities Professional (QDDP) certificate (certified through DBHDS in conjunction with VCU), Completion of and CEUs for the Department of Behavioral Health and Developmental Services' Orientation Guidance for Direct Support Professionals and Supervisors Competencies Orientation and Testing; Experience in Management; Demonstrate Leadership Competencies and have excellent verbal and written communication skills.
Qualifications: Knowledge, Skills, Abilities and Other Characteristics
- The employee must have: Knowledge of administrative and clerical procedures and systems such as word processing, outlook, excel, managing files and records, designing forms, and other office procedures and terminology.
- Knowledge of the medical field which includes working directly with doctors, nurses, therapists, and pharmacists.
- Demonstrates organizational, time management, managerial, and leadership skills.
- Ability to be flexible.
- Mandatory Trainings include: Crisis Intervention and Behavior Management (CPI), First Aid and CPR, Medication Management, DD Waiver, Emergency Preparedness, Person Centered Thinking, DBHDS Standards, Office of Human Rights Standards, DMAS regulations, Incident Reporting, and familiarity with Home and Community Based Services (HCBS) policies.
- Positive Behavior Training and other continuous education recommended.
- Advanced Health, Behavioral and Autistic training; able to effectively train DSP team members on these competencies.
