The Director of Operations and Compliance assures that this mission is the foundation for the delivery of treatment services and carrying out job duties.


POSITION SUMMARY
The Director of Operations and Compliance plays a key role in achieving the strategic vision and objectives of Fora Health by leading strong business practices and excellent clinical operations to maximize revenue and patient access to services for Fora Health. The goal of the role is to facilitate smooth and consistent operational practices that will support delivery of highly effective integrated behavioral health services to the broadest audience possible.  The DOC serves as a member of the management team  The work environment created must support and encourage treatment while ensuring operational and financial goals are achieved.

Responsibilities of the position include:  providing leadership and guidance for quality management, facilities and nutrition, admissions, assuring that Fora meets all licensing, accreditation and regulatory requirements; and, creating and maintaining agency policies and procedures.


ESSENTIAL JOB FUNCTIONS

Operations
  • Oversees the strategic planning process, propose and finalize strategic objectives for the annual plan (agency annual goals) and monitor and report progress.  Provide recommendations for resources needed to support Fora’s goals.
  • Oversees patient support services that increase patient satisifaction. Improve access to services while maintaining operational requirements to ensure that maximum staff productivity and residential bed night utilization is maintained.
  • Develops qualitative and quantitative metrics, guidelines and standards to measure Fora’s efficiency and effectiveness. Evaluates processes and implements change based on need, efficiency and budgetary considerations. Identifies opportunities for improvement. 
  • Serves as the organizational Privacy Officer, develops, manages, and implements processes to ensure the organization’s compliance with applicable federal and state HIPAA regulations and guidelines, particularly regarding the organization’s access to and use of protected health information (PHI)
  • Oversees patient support services to include facilities, maintenance and nutritution teams, community partnership and workflows.
  • Supports access and integration of services across all patient-facing teams of Fora Health. Identifies opportunities and offers plans from improvement. 
  • Oversees agency response to risk, threats and emergencies to create an organized and effective response with the Director of Facilities, Director of Information Systems and clinical and medical teams
  • Oversees facility usage, maintenance, and planning
  • Oversees facility rentals.
  • Coordinates facility seating and desk assignments and oversees room management
  • Oversees operational hours and communication

Corporate Compliance
  • Acts as liaison to legal counsel as needed. 
  • Provides guidance on compliance matters to Board of Directors and management.
  • Assures that internal policies, procedures and practices are in alignment with regulatory requirements, licenses, accreditation, and contracts.
  • Works closely with management staff to review and revise agency policies and procedures as scheduled.
  • Oversees the accreditation processes for CARF, Oregon Health Authority, and NARR and ensures compliance with evolving standards and fostering a culture of continuous improvement.
  • Works in collaboration with Director of Facilities, Medical and Clincal leadership on activities related to Risk Management, Infection Control, Health & Safety Committee, emergency procedures and defining meaningful outcome measures in these areas.
  • Leads Operations Team to update policies, respond to pressing issues and coordinate workflows. 
  • Co-Chairs the Health & Safety Committee and participates in Quality Improvement, Leadership, and other such committees as requested.
  • May identify business and/or clinical practices that are inconsistent with the requirements of Fora’s payers and inform the Chief Executive Officer, Chief Financial Officer, the Chief Clinical Officer and the Chief Medical Officer.
  • Communicates agency changes in programs, policies, and procedures and ensures all necessary staff stay apprised and that staff integrates changes into daily operations.
  • Implement operational changes that increase profitability, efficiency and cost effectiveness.


ADDITIONAL JOB RESPONSIBILITIES
  • Attend all meetings and individual supervision as assigned.
  • Attend and participate in Board meetings and committee meetings, as assigned
  • Represent Fora Health at internal and external meetings and events
  • Participate in projects as assigned by the Chief Executive Officer.


SUPERVISORY FUNCTIONS
  • Supervises the Quality Manager, Director of Access & Engagement, and the Facilities Director.
  • Provides for ongoing growth and development of staff and supervisors, recognizing and enhancing their strengths and individual talents, while fostering trust and open communication.
  • Motivates staff to be highly productive and creative by providing information, listening and empowering staff in decision-making and in developing quality service delivery.
  • Manages and delegates employment interviews with applicants, completes paperwork and recommends for hire.
  • Maintains and strengthens good working relationships with all team members.
  • Provides regular supervision and coaching to direct reports.


QUALIFICATIONS

EDUCATION AND EXPERIENCE REQUIRED
  •     Bachelor’s Degree
  •     Five years management experience

KNOWLEDGE, SKILLS AND ABILITIES REQUIRED
  • Superior verbal and written communication and interpersonal skills
  • Proficient in reviewing and analyzing metrics from reports for budgeting and forecasting purposes
  • Extremely proficient in Microsoft Office suite
  • Strong organization and attention to detail skills
  • Maintain confidentiality of sensitive information and documents
  • Excellent analytical, initiative and problem-solving skills
  • Social perceptiveness and service orientation
  • Team development skills
  •  Project management skills

OTHER REQUIREMENTS
  • Verification of Sobriety, per Oregon Administrative Rules (OAR) standards
  • DHS Background Check Approval or alternate Criminal History Check agency approval
  • Successful completion of Drug Test upon hire
  • Documentation of Tuberculian test and/or evaluation with negative results or evidence of non-communicability


WORKING CONDITIONS
  • This position generally works in an indoor office environment with some travel between sites or to special events.
  • Position requires on-call availability to respond to emergency situations during off-duty hours.
  • Possible exposure to communicable diseases which can encompass a variety of illnesses and infections, including tuberculosis, Hepatitis A, B, and C, and HIV.
  • Possible exposure to upset, angry, severely traumatized, disabled or emotionally disturbed adults, adolescents, and families.
  • Exposure to potentially hazardous cleaning chemicals, personal protective equipment provided.
