Assistant Superintendent for Human Resources

Administration

Reports To :  Superintendent

Location : Administration

Schedule : 52-Week Administrator

Salary :   $144,023 – $178,572 (commensurate with experience)

Job Summary :  Under the direction of the Superintendent, the Assistant Superintendent for Human Resources provides strategic and operational leadership in the district’s human resources operations ensuring alignment with the district’s goals, policies, and compliance requirements. The Assistant Superintendent for Human Resources plays a key role as part of the Superintendent’s cabinet; fostering a collaborative, inclusive, and high-performing culture that aligns with the district’s mission and goals.

Qualifications :

  • Minimum of a Master’s Degree in human resources, labor relations, school administration, educational leadership, or related field
  • Five to eight years of progressively responsible work experience in labor relations, personnel, or educational administration
  • Extensive experience in supervising and evaluating district programs and employees
  • Demonstrated experience in collective bargaining, labor contract management and interpretation, and human resources administration / compliance
  • Proven ability to work effectively with various employee groups
  • Experience with pupil accounting, student discipline, and athletics

Skills / Knowledge :

  • Excellent interpersonal, communication, and leadership skills
  • Strong knowledge of federal, state, and local employment laws and regulations
  • Proven experience in conflict resolution, disciplinary processes, and investigations
  • Ability to manage sensitive situations with confidentiality, empathy, and integrity
  • Strong organizational and project management skills
  • Strong knowledge and understanding of Title IX regulations
  • Understanding of technology and its application in schools, for staff, and in HRIS platforms
  • Essential Job Functions :

    Leadership & Strategy

  • Develop and implement HR policies and strategies that align with the district’s vision and goals.
  • Provide guidance to the Superintendent on human resource matters, including workforce staffing, employee relations, policy development and compliance.
  • Oversee HR functions to deliver professional, responsive, supportive, and efficient service to all district employees.
  • Assist in the development, creation, and evaluation of school programs and master schedules to ensure effectiveness and efficiency of staff assignments.
  • Employee Relations & Compliance

  • Work to provide employees with a friendly, healthy work environment.
  • Ensure compliance and alignment with requirements imposed by federal and state law, court decisions, practices, and Board Policies related to employment.
  • Oversee and manage employee discipline and investigation processes, ensuring thorough and fair investigations, accurate documentation, and legal compliance.
  • Serve as the primary contact for employee grievances, mediating and resolving conflicts to foster a positive work environment.
  • Serve as the district’s lead negotiator for all employee groups.
  • Maintain contract maintenance group and schedule with the FHEA.
  • Coordinate all aspects of contract administration during the terms of the various contracts with employee unions and / or organizations.
  • Maintain records of certified and classified personnel and prepare such reports as required by the School Board and state and federal laws.
  • Recruitment & Retention

  • Oversee hiring processes, onboarding, employee benefits, and training to ensure all staff understand district expectations, policies, and values.
  • Recommend assignments, transfers, dismissals and promotions of certified and classified personnel including specific classification and salary adjustment recommendations to the Superintendent and the Board of Education.
  • Student Discipline

  • Collaborate with school administrators to oversee student discipline procedures, ensuring consistent application of district policies and applicable laws.
  • Collaborate with district legal counsel when necessary to resolve complex cases involving student discipline and management.
  • Additional Functions

  • Supervise district’s Human Resources Director and Human Resources department.
  • Oversee the district’s Fine Arts Center and Child Care program.
  • Oversee all district pupil accounting services.
  • Oversee the district’s School Resource Officers.
  • Monitor all litigation and legislative matters for the school district for employment and school-related matters.
  • Coordinate district level athletic decisions.
  • Serve as the district’s Title IX and Compliance coordinator.
  • Serve as the district’s FOIA coordinator.
  • Plan, organize, and represent the district in fact-finding, arbitration, and representation cases.
  • Consistent and reliable attendance.
  • Perform other duties as assigned by the Superintendent.
  • Physical Requirements :

    While performing the duties of this job, the employee is required to stand, walk, sit, use hands to finger, handle, or feel, reach with hands and arms, climb or balance, stoop, kneel, crouch, or crawl, talk, hear (in a quiet or noisy environment). The employee must occasionally lift and / or move up to 40 pounds. Specific vision abilities required by this job include close vision, distance vision, and ability to adjust / focus.     Work Environment :

    The noise level in the work environment is usually loud to moderate. Work may be performed indoors and / or outdoors. The employee is directly responsible for the safety, well-being, and work output of students.

    Mental Functions :

    While performing the duties of this job, the employee is required to compare, analyze, communicate both orally and in writing, copy, coordinate, instruct, compute, synthesize, evaluate, use interpersonal skills, compile, and negotiate.

    Evaluation :

    Conducted under the direction of the Superintendent in accordance with State law and the Forest Hills Board of Education policy.

    Terms of Employment :
