Job Title: Human Resources Manager

Reports To: Executive Director

Wage Range: $74,880 – $93,600 - $112,320 (DOQ)

FLSA Status: Full-time, Exempt

Benefits: Employer pays 85% of medical and dental insurance premiums

10 vacation days after first year anniversary (may use 5 days after 6 months)

12 sick days per year (2 of which may be used as personal days)

13 paid holidays

Amenities include free golf with cart rental, camping, shelter house rental, and permits

The Forest Preserves of Winnebago County (FPWC) provides over 11,500 acres of land for the use and enjoyment of the general public. Lush woods, picturesque streams, dramatic cliffs and dells, unspoiled prairies, and native wildlife are treasures to be enjoyed by residents and visitors of all ages. Hiking, camping, canoeing, picnicking, fishing, bird watching, and cross-country skiing are recreational activities available at sites throughout the county. There are 44 individual forest preserves for the purpose of protecting the natural beauty of Winnebago County, as well as for education and recreation.

PURPOSE. The individual in this role will perform all aspects of Human Resources operations, which includes identifying, recruiting, and assisting management in the selection of a qualified and diverse work and volunteer force for FPWC, along with employee and retiree benefits administration.

ESSENTIAL DUTIES AND RESPONSIBILITIES include the following. Other duties may be assigned. ·Participates in developing, implementing, and evaluating human resource policies, procedures, and programs utilizing best practices to minimize liability exposure.

·Assists with the interpretation of FPWC’s Personnel Policy for employees as needed.

·Maintains confidentiality in all sensitive employee matters.

·Administers FPWC’s benefits program, including health insurance, retirement, Family and Medical Leave Act (FMLA), COBRA, and Worker’s Compensation, along with applicable reporting.

·Ensures that appropriate measures are in place for the secure collection and transmission of sensitive employee data.

·Counsels managers in using corrective action plans and effective disciplinary actions and assists with the legal review of proposed disciplinary action.

· Develops and manages an effective employee recruitment, interview, and placement process utilizing best practices in human resources. Plans and conducts new employee orientations.

·Develops a comprehensive department budget following applicable guidelines and policies.

·Communicates relevant trends and/or anticipated positive or negative operational conditions that may impact FPWC.

·Promotes an environment free from discrimination and retaliation where staff members are free to voice concerns, and if necessary, follow the approved grievance procedure.

·Develops collaborative ventures and partnerships with organizations in the public, both non-profit and private sector.

·Assists with the development of salary surveys to determine appropriate compensation as needed.

·Reviews employee separation notices and related documentation, conducting exit interviews as appropriate.

·Assists in organizing trainings, testing and evaluation procedures utilizing multimedia visual aids and other educational materials.

·Distributes and reviews performance appraisals to check for accuracy among managers and their staff.

·Coordinates FPWC service awards program and coordinates employee appreciation events.

·Performs research, prepares reports, and makes recommendations regarding a variety of employee relations and organizational issues.Maintains a working knowledge of and adheres to all risk management and safety programs and procedures.

·Maintains regular attendance and punctuality.

KNOWLEDGE, SKILLS, and ABILITIES. To perform this job successfully, the individual in this role must have a solid knowledge of the principles and practices of human resources administration, along with an understanding of relevant employment laws and regulations.

The Human Resources Manager will:

o have a good understanding of FPWC’s mission, vision, and strategic plan;

o possess strong critical thinking, problem-solving, and interpersonal skills that allow for success in a team environment;

o set criteria for recruiting and hiring a diverse group of people;

o market employment and volunteer opportunities in order to recruit qualified candidates;

o create partnerships with other organizations in the private and public sectors;

o maintain confidentiality, along with attention to detail and deadlines;

o communicate effectively in written and spoken forms;

o be flexible and willing to effectively manage risk.

EDUCATION and/or EXPERIENCE. Bachelor’s degree in Human Resources Management, Business Administration, or a related field is preferred, with 3-5 years of experience in Human Resources required or an equivalent combination of education and experience. SHRM-CP, SHRM-SCP, PHR, or SPHR certification is required or must be obtained within one year of hire.

MACHINES, TOOLS, and/or EQUIPMENT SKILLS. Human Resources and Volunteer Management Information Systems, Microsoft Office Suite, Outlook, Adobe Pro, Basic Office Equipment

MATHEMATICAL SKILLS. Arithmetic calculations involving fractions, decimals, and percentages

LANGUAGE SKILLS. Ability to report, write, or edit articles for employee communications and newsletter publications; prepare and deliver presentations; interview, counsel, or advise people; evaluate technical data.

REASONING ABILITY. Ability to solve practical problems and deal with a variety of concrete variables in situations where only limited standardization exists. Ability to interpret a variety of instructions furnished in written, oral, diagram, or schedule form.

PHYSICAL DEMANDS. The physical demands described here are representative of those that must be met by an employee to successfully perform the essential functions of this job. While performing the duties of this job, the employee is frequently required to walk, stand, sit, talk or hear. The employee is frequently required to use hands to finger, handle, feel or operate objects such as a computer or controls, and includes repetitive motions of the wrists, hands and/or fingers; and is required to reach with hands and arms. The employee is occasionally required to climb or balance, stoop, kneel, crouch or crawl. Sufficient vision, hearing and stamina to perform the above functions is required. The employee must occasionally lift and/or move up to 25 pounds occasionally and 10 pounds frequently.

WORK ENVIRONMENT. The work environment characteristics described here are representative of those an employee encounters while performing the essential functions of this job: Normal office environment, with occasional work in the field with exposure to outside weather conditions. Walking over uneven ground is required.
