This is a limited-duration appointment that is expected to last approximately six (6) months. Limited duration appointments are benefits eligible and have a designated maximum length of service.
The goal of this recruitment is to fill this position as a Natural Resource Specialist 2 (NRS2). However, we encourage candidates who meet the minimum qualifications for a Natural Resource Specialist 1 (NRS1) to apply, as we may consider underfilling the position until the selected candidate meets the minimum qualifications for an NRS2. (Underfill training will not exceed two years).
The preferred locations will be in the Prineville or La Grande/Baker City areas. The individual will be assigned to one of the Single Engine Air Tanker (SEAT) bases to provide direct support to the SEAT manager.
What we are looking for:
ODF is looking for a Natural Resource Specialist 2 – Aviation Program Support Specialist to assist in the coordination, operation, administration, and dispatch of Aviation Program aircraft. Work will occur at agency headquarters in Salem, OR, as well as at ODF aircraft bases across the State (Salem, Roseburg, The Dalles, John Day, La Grande, and Prineville). This position acts as a liaison between ODF, United States Forest Service (USFS), Bureau of Land Management (BLM), and aviation contractors. These goals and related duties are in the areas of:
  • Manage Aircraft Operations & Scheduling – Plan, schedule, and oversee aircraft missions while ensuring compliance with flight and duty hour regulations.
  • Ensure Aviation Safety & Compliance – Prioritize safety in all aviation activities, conduct operational briefings, and monitor hazard awareness.
  • Coordinate Fire Suppression Air Missions – Work with dispatch, Air Tactical Group Supervisors, and agency teams to deploy and manage aerial firefighting resources.
  • Administer Aircraft Contracts & Financials – Track aircraft use, maintain financial documentation, and coordinate with Finance/Administration personnel.
  • Support Mult-Mission Aircraft (MMA) Operations – Assist with mission planning, operate aerial mapping systems, and collaborate with agencies for data integration.
  • Oversee Base Operations & Training – Manage daily base operations, assist in training aviation personnel, and develop remote base contingency plans.
Minimum Qualifications:
Two years of experience in forestry or a closely related natural resource program, AND a bachelor's degree in forestry or a closely related natural resource program, or three additional years of related (pertinent) experience; OR

one year of experience in forestry or a closely related natural resource program, AND a master's degree in forestry or a closely related natural resource program; OR

a Doctorate degree in forestry or a closely related natural resource program.
Note: Driver’s License Check - This position requires the operation of a state vehicle for the purpose of conducting official State business. If your license is from outside Oregon, you must submit at least a three-year court/DMV printout. If you have an Oregon driver’s license, a record check will be conducted on the top candidate to ensure a valid license and acceptable driving record.

  • Knowledge of fire suppression principles/techniques and resource capabilities/limitations.

  • Strong organizational skills.
  • Good communication and leadership qualities.
  • Demonstrated ability to complete detail orientated tasks and data entry through the use of various software platforms, with the ability to maintain accurate and complete records.
