Job Overview
The Buyer will be responsible for supporting FBISD operations by supplying the District with quality products, equipment and services with an optimum balance of quality, cost, supplier support and timely delivery within legally and professionally prescribed guidelines. The incumbent will support teachers with all necessary tools they need to teach students; provide campuses with operational support, instructional learning material for students and other ancillary supplies to operate a school campus; and provide administrative staff with all necessary goods and services to perform their work.

Position Description
Essential Duties and Responsibilities
- Lead the procurement process for the acquisition of goods and services, ensuring compliance with federal, state and local laws, Board policies and obtaining the best value
- Develop specifications for products and/or services that require bidding
- Prepare bidding instruments; receive and evaluate bid documents for awards
- Negotiate purchase price and terms with suppliers
- Resolve complex issues concerning price, delivery, etc. with contractors, consultants and staff
- Approve purchasing orders for all categories by analysis of all applicable factors (law, policy, funding, contract) and exercise accounting controls to ensure expenditures do not exceed amounts authorized within areas of responsibility
- Qualify and evaluate firms proposing to provide goods or services to the District
- Collaborate with staff in district departments, campus personnel, administrators, vendors and buyers in other school districts
- Oversee various meetings for the purpose of the procurement process, i.e. Conduct bid opening meetings, pre-bid meetings, evaluation meetings, etc.; Serve on various committees as a member, as required
- Vendor management - manage vendor performance
- Respond to auditors for all categories of purchasing
- Enforce ethical business practices
- Explicate rules, regulations, policy and procedures related to purchasing, contract projects, and functions to district personnel and to the public in accordance with established procedures
- Perform research to determine legality and applicability of contract terms; prepare and submit contract documents to execute agreements
- Contract negotiations oversight
- Prioritize work and schedule in order to meet assigned deadlines
- Develop Board recommendations based on analysis of bid evaluation
- Visit job sites as necessary
- Manage requests to add vendors and change purchase orders

- Bachelor's degree in Business Administration or related field
- High School Diploma/GED and a minimum of 4 years progressive experience in purchasing, accounting, contracts or related field will be considered in lieu of degree requirement
- Minimum of 3 years in purchasing with at least one year of experience being in governmental purchasing
- Experience in managing vendor relationships with service providers
- Demonstrated knowledge of quality of products, equipment and services
- Excellent computer application skills including Microsoft Windows, Microsoft Office Professional, SharePoint
- Demonstrated knowledge of the principals and practices of purchasing products, equipment, and services
- Ability to clearly outline product specifications
- Ability to evaluate vendors and vendor services
- Ability to establish and maintain effective working relationships with district staff and vendors
- Excellent communication skills, both orally and in writing
- Strong attention to detail
- Excellent planning and problem solving/investigative skills
- Ability to strategically plan and perform situational analysis
- Professional demeanor, effective communication skills, personal integrity, self-starter and the ability to work with complex issues in a confidential and fast paced work environment

- While performing the duties of this position, the employee is required to perform data entry and other computer functions for extended periods of time. Work involves everyday risks or discomforts which require normal safety precautions when operating equipment or performing job duties. Employee may be required to travel to other work locations. Department has periods of high stress when schools starts, new schools open or year-end spending takes place. Work load can be very demanding and job has high volume of requisition processing, correcting, and bidding.
