Position Description
Essential Duties and Responsibilities
Law Enforcement Operations & Public Safety
- Manage, direct, and oversee daily police department operations, ensuring compliance with federal, state, and local laws.
- Enforce state laws and district policies to maintain public order and safety.
- Supervise and support officers in handling investigations, security threats, and emergency responses on district property.
- Develop and implement security measures for campus events, school board meetings, and district-wide activities.
- Ensure officers uphold professional and ethical standards while fostering a positive law enforcement presence within schools.
- Develop and oversee emergency response plans, disaster preparedness protocols, and crisis management strategies.
- Collaborate with district administrators, campus principals, and local law enforcement agencies for coordinated emergency responses.
- Serve as the district’s lead in managing school safety threats, critical incidents, and large-scale emergencies.
- Provide 24/7 availability to respond to urgent and crisis situations affecting FBISD schools.
- Develop, implement, and enforce district-wide security policies and procedures.
- Monitor and analyze crime trends to implement effective strategies, enhance school safety and improve risk mitigation plans.
- Oversee department budgeting, ensuring efficient use of resources, proper equipment acquisition, and financial accountability.
- Work with district leaders to plan for security infrastructure improvements and integrate law enforcement technology into district safety initiatives.
- Function as the primary liaison between FBISD, local law enforcement agencies, and emergency services.
- Advise the Superintendent, Board of Trustees, and district leadership on public safety and law enforcement matters.
- Engage with students, parents, staff, and community members to build trust and promote a safe school environment.
- Represent the district at public meetings, conferences, and law enforcement forums.
- Implement and support crime prevention programs and educational initiatives for school communities.
- Recruit, hire, train, supervise, and evaluate all FBISD Police Department personnel.
- Establish department goals, work priorities, and performance expectations for officers and support staff.
- Conduct regular training and professional development for police officers on crime prevention, security protocols, and school safety best practices.
- Investigate complaints, review misconduct allegations, and enforce disciplinary actions when necessary.
Qualification Requirements

- Bachelor's degree in police science, law enforcement, criminal justice, business or public administration or a related field, required
- Master's degree in criminal justice, law enforcement, public administration, or a related field, preferred
- Graduate from a recognized Law Enforcement Executive training program such as the FBI National Academy, Southern Police Institute, or Bill Blackwood Law Enforcement Management Institute of Texas (LEMIT), preferred
- TCOLE peace officers license, advanced or above by the Texas Commission on Law Enforcement Standards and Training, required
- Master Peace Officer Proficiency Certification by the Texas Commission on Law Enforcement Standards and Training, preferred
- Minimum of 8 years police operations which include four (4) years in a police supervisory position at or above Lieutenant such as Captain, Commander, Assistant Chief or Deputy Chief
- Experience in school-based law enforcement or community policing,preferred.
- Strong leadership, crisis management, and organizational skills.
- Knowledge of school safety laws, policies, and best practices.
- Proficiency in law enforcement technology, data management, and crime analysis.
- Excellent communication, interpersonal, and public relations skills.
- Experience with budgeting, personnel management, and department operations oversight.
- Ability to collaborate with diverse stakeholders to promote a safe school environment.
- Physical ability to subdue offenders, including proficiency with firearms, handcuffs, and other law enforcement tools.

Additional Information
- Public safety positions involve considerable dangerous, hazardous, and potentially life-threatening activities. Knowledge of all appropriate precautions, procedures, techniques, and use of appropriate safety equipment is an absolute requirement. On-call twenty-four (24) hours a day, and may respond to and/or take command of disasters or major emergencies and may work extended hours. Must meet all continuing education requirements and weapons proficiency as set forth by TCLEOSE. Considerable public speaking and interaction with others outside the organization. Mobility in the field and within an office environment. Residency within the County of Fort Bend required by the date of employment.
