BASIC FUNCTION:

Provides accounting and administrative support to the leadership team for managing local, state, and federal grant programs. Supports the Controller in administering finances in accordance with the objectives and policies as established by the Board of Directors and the General Manager. Responsible for identifying funding opportunities and producing polished grant proposals. Conducts all procurements in accordance with Citilink's procurement policies and federal regulations. Ensures compliance with local, state, and federal regulations and requirements.

ESSENTIAL FUNCTIONS:

  • Maintains familiarity with Company policies and procedures and federal grant and contract regulations.
  • Reports any non-compliance matters to the Controller and General Manager for correction.
  • Maintains high level administrative grant information, creates forms, and reports.
  • Oversees and prepares the submissions of local, state, and federal grant applications, according to Citilink and external funding agency requirements.
  • Complete the post-award reporting process for local, state, and federal grant awards which include financial status, milestone reports, and grant drawdowns.
  • Research grant opportunities from government and non-government agencies and submit grant proposals for Controller and General Manager approval.
  • Act as the liaison to the General Manager, Accounting, and Development offices assisting with budget development and proposal preparation and for grant requests.
  • Serves as the liaison with external sponsors on grant and contract-related administrative issues throughout the proposal submission and award acceptance processes.
  • Engage with appropriate personnel internally and externally to explore funding opportunities and partnerships.
  • Assists the Controller with financial audits, budgeting, preparation of financial statements, and other reports.
  • Prepares, maintains, and analyzes statistical information and financial reports relative to the Corporation's financial status.
  • Coordinate the FTA Triennial Review and other compliance audits on behalf of the corporation.
  • Act as Contracting Officer for procurements by posting bids and RFPs, assisting potential vendors with questions and requests for clarification, receiving proposals, conducting evaluation of proposals and cost/price evaluations, and recommending contract awards to the Controller, General Manager, and Board of Directors in accordance with the Procurement Policies.
  • Monitors new and pending federal, state, and local laws and regulations as they impact the financial status of the Corporation.
  • Fulfills certain administrative duties of the Controller in his or her absence.
  • Performs other duties and special projects as assigned.

EDUCATION AND EXPERIENCE:

  • Bachelor's degree required, focus on Accounting, Finance, non-profit administration, public policy or business administration is preferred.
  • Minimum of 3-5 years of administrative or management experience in the mass transportation industry or similar municipal corporation.
  • Experience drafting, reviewing, and negotiating sub-awards and cooperative agreements.
  • Federal grant administration and/or grant writing experience desired.

KNOWLEDGE, SKILLS, AND ABILITIES:

  • Familiar with public transportation fundamentals and performance metrics.
  • Familiarity with FTA related grant websites such as Grant.gov and Transit Award Management System (TrAMS) is preferred.
  • Excellent communication skills, both verbal and written, with strong interpersonal skills and ability to speak in public and represent Citilink.
  • Ability to be creative and innovative when exploring grant and procurement opportunities.
  • Strong research skills and ability to interpret complex regulations.
  • Ability to prioritize, organize, and manage multiple tasks/projects.
  • Able to handle sensitive and confidential information in an appropriate manner.
  • Sound knowledge and understanding of federal grant application processes.
  • Highly skilled with Microsoft Office including Excel, Word, PowerPoint, Outlook, Adobe Acrobat, the internet, accounting software, complex spreadsheets and databases.
  • Strong attention to detail with excellent organizational skills and the ability to work under pressure and within strict timelines.
  • Ability to follow, improve upon, and develop procedures.
  • Ability to solve problems and work independently with minimal supervision.
  • Ability to work collaboratively and participate effectively within a team environment.
  • Ability to quickly adapt to change.

Salary : $60,000 - $80,000
