The Fortune Society, Inc. (Fortune) has been working for over 57 years in service to our mission : to support successful reentry from incarceration and promote alternatives to incarceration, thus strengthening the fabric of our communities. The organization has evolved into one of the nation's preeminent reentry and justice-informed service organizations, providing formerly-incarcerated people with the skills and wrap-around services needed to break the cycle of crime and incarceration and to build productive lives in their communities.

Fortune has grown steadily over the years to an agency just under $79 million in annual budget with just under 600 staff. We anticipate that we will keep growing, both in size and in depth of service. Fortune has a dual mission : both advocacy and service. The advocacy portion of our mission focuses on building a more just criminal legal system and reducing the barriers to reentry into society. The service side of Fortune has evolved to encompass a broad range of programs that started with employment and education and now includes a robust array of services, among them : alternatives to incarceration, supervised release, court advocacy, discharge planning within correctional facilities, licensed substance use and mental health treatment, a housing continuum ranging from emergency and transitional through permanent congregate and scattered site housing, assistance in obtaining benefits, a care management unit, HIV services, a food and nutrition program, and an arts program. Each service we provide is informed by the needs of the population we serve. Fortune currently serves approximately 14,000 people a year. Our participant population mirrors the incarcerated population in being approximately 85% male and over 90% people of color. Our program models are recognized, both nationally and internationally for their quality and innovation.

Position Summary :

Under the direct supervision of the Senior Director, Workforce Development, the Program Manager, Data - Education and Employment Services (PMD) supports Fortune Society's Education and Employment Services programs by evaluating and reporting data related to service delivery and outcomes. The position involves identifying and determining data points for collection, working with IT and Evaluation and Quality Improvement (EQI) staff to ensure data collection points are available within our internal database, conducting quality assurance exercises to ensure accurate data collection is occurring with program staff, entering data into funder databases, submitting reporting to external funders, generating routine and ad-hoc reports that support the program by monitoring activities, contract performance, and program milestones.

Supervision

The PMD should be able to communicate the vision to direct reports and ensure that the team understands and strives towards defined performance goals. The PD carries out supervisory responsibilities in accordance with the organization's policies and applicable laws. Responsibilities include interviewing, hiring, and training employees; planning, assigning, and directing work; appraising performance; rewarding, coaching, and mentoring employees; addressing employee relations and resolving problems.

Attention to Detail

The PMD must demonstrate competency to develop systems and processes to organize and keep track of information or work progress; is routinely conscientious, thorough, accurate, and reliable when performing and completing job tasks; recognizes trends, detects inconsistencies and determines essential details.

Collaboration

The PMD should be comfortable collaborating with staff at all levels (senior staff and peers) within the Education and Employment Services department and other department areas to understand complex problems and create solutions. The PMD will be asked to provide input on department projects, so they should be comfortable contributing constructive feedback and being a team player supporting the team in completing projects. The PMD should be comfortable leading group conversations and facilitating meetings. The PMD should be in command of critical issues impacting the assigned contracts and department data needs. The PMD should prioritize effectively as new projects come up and communicate project progress routinely.

Systems Thinking

The PMD should possess an ability to do systems thinking and solve problems in a way that is creative and collaborative.

Data collection, analysis, and Excel expertise

The PMD needs to have experience using Excel for data analysis. They should understand basic Excel formulas, functions, pivot tables, charts, and graphs. The PMD should also have familiarity with using client databases for data entry and reporting. The PMD should have a foundational understanding of quantitative and qualitative methods and possess an ability to do "big picture" thinking and solve problems in a way that is creative and collaborative.

Essential Duties and Responsibilities :

  • Work with Senior Director, Workforce Development to support the successful performance of awarded contracts. Serves as a thought partner for new initiatives, proposals and confidential tasks.
  • Prepare Senior Director for external meetings, including meetings with funders, potential stakeholders and employers by working with Data Analysts to provide data needed for meetings.
  • In collaboration with the EES and RISE leadership team assigned to contracts, support with overseeing and managing contract reporting processes, reporting schedule and data quality, ensuring units fulfill contractual obligations;
  • Collaborates with EES and RISE leadership to ensure timely submission of all contract and internal reporting;
  • Support with developing and implementing systems to manage Key Performance Indicators (KPIs), trends, metrics and program turn-around plans for performance enhancements;
  • Supervise a team of Data Analysts and Adminsitrative team members assigned to oversee reporting and data management within the department. Perform administrative duties including but not limited to, hiring and onboarding new staff, training staff, approving time off requests and completing performance evaluations;
  • Continuously discuss major program developments with the Senior Director, and collaborate with Evaluation and Quality Improvement staff in developing solutions to programmatic problems or issues that may arise;
  • Directly, as well as through other relevant staff and interns, run reports and conduct ongoing internal and external analyses using the Agency's Client Record Management System (CRM) as well as various external contract databases for Education and Employment Services' related contracts and services;
  • Engage in process documentation, staff training, and regular quality assurance monitoring to ensure accuracy in performance outcomes documented in systems, in both agency and funder databases;
  • Advise the unit management team members of Education and Employment Services on performance relative to contract goals, required level of client service, focus on specific subpopulations (e.g., individuals who are unhoused), or activities (e.g., employment verification and job retention) in order to assist department, produce timely outcomes and achieve required rates and levels of performance;
  • In consultation with the Senior Director, coordinate and host bi-monthly Grants Management Meetings where the Data Analyst team and Management present on active contract performance outcomes and data quality;
  • Engage in data analysis and reporting, data visualization, research and evaluation, and development of appropriate qualitative and quantitative methodologies, including weekly performance outcome tracking reports;
  • Support Data Analysts with conducting internal monthly audits of program participant case management folders and data profiles in CRM database. Assists with funder site visits and audits, supporting Sr. Director and Management with audit preparation as needed.
  • Serve as department point concerning Client Record Management database, Caseworthy, including implementing new contracts and required metrics. Works directly with EQI team to implement system changes and work through concerns with IT development support team.
  • Partner with unit management to ensure appropriate employment / retention verification outcomes are in accordance with contract mandates, compile lists of clients in need of verification, and coordinate unit access of third-party verification systems;
  • Prepare internal quality assurance reports and surveys (as requested by unit management) for the purpose of monitoring program performance, fidelity to practice, client satisfaction, etc.;
  • Participate in grant development preparation meetings, contract start-up meetings, and contract renewal review meetings related to new or potential contracts;
  • Perform other duties as assigned.

Qualifications

Qualifications :

  • Bachelor's degree in public health, human services, criminal justice, sociology or related field; or other life / professional experience equivalent to a Bachelor's degree; Strong background in statistical analysis and / or data management. Master's degree a plus;
  • Must have a thorough knowledge of Client Record Management (CRM) database systems, Microsoft Office, including Excel at an advanced level that includes the utilization of the Analysis Toolpak; including but not limited to intermediate / advanced knowledge of Index Match formulas, VLOOKUP, XLOOKUP and Pivot Tables.
  • A minimum of three years relevant work experience, preferably in a nonprofit social service setting; Supervision experience is a plus.
  • Ability to work a flexible schedule;
  • Must be detail-oriented with superior quantitative and qualitative analytical skills. Ability to do "big picture" thinking and solve problems in a way that is creative and collaborative;
  • Excellent presentation, oral and written communication skills coupled with exceptional people skills;
  • Skilled communicator who is able to liaise interdepartmentally as well as with community partners and stakeholders;
  • Although not required, knowledge of and proficiency in the following will be useful : SQL, CaseWorthy, query construction, and Visual Basic;
  • Working knowledge and experience with compliance, quality assurance and / or quality improvement;
  • Ability to work independently and on a team;
  • Interest and appreciation of Fortune's work in serving people who have been incarcerated and those who are at risk; and

  • Travel Requirements : LIC and may require travel to other Fortune offices, as well as NYC Jails and NYS DOCCS facilities.
