The Fund for Public Health in New York City (FPHNYC) is a 501(c)3 non-profit organization that is dedicated to the advancement of the health and well-being of all New Yorkers. The Center for Population Health Data Science (CPHDS)--launched in October of 2023--aims to catalyze critical data modernization work and enable the agency to make progress toward linking public health, healthcare, and social service for timely and effective public action. We are working towards making these data more accessible, timely, equitable, meaningfully usable, and protected – and actively used to protect and promote the health and wellbeing of New Yorkers.
We aim to strengthen agency wide data capabilities by empowering our workforce, enhancing intra- and inter-agency data sharing, and using modern technology to yield trusted and integrated data and insights. A real-time and comprehensive view of city needs is needed to enhance public health actions and improve health outcomes for the most vulnerable New Yorkers.
This position will be based at the Health Department’s office in Long Island City, NY, with the possibility of hybrid work.
POSITION OVERVIEW
We're seeking a dynamic and seasoned Data Catalog Specialist to join our team and support the core technology supporting the agency’s data governance framework. This role is crucial for ensuring the integrity, security, and effective use of our data assets, as well as healthy, collaborative relationships partners in the data ecosystem. The Data Catalog Specialist will report to the Data Governance Manager and be responsible for implementing, maintaining and managing the Enterprise Data Catalog – to house the policies and metadata and ensure the proper governance of data throughout its lifecycle. This role will involve collaborating with various stakeholders, including IT, Legal, and program teams to ensure the catalog supports enterprise data standards, and management practices. The ideal candidate will have a strong background in enterprise data catalog capabilities, data management, governance, and regulatory compliance.
The Data Governance framework focuses on establishing data management best practices as the Center for Population Health Data Science shifts the oversight of the Agency’s public health data from its legacy siloed systems to a central architecture. Working with the larger CPHDS team, the Data Governance group will provide policy and guidance for all areas of data lifecycle, including data quality, consistency, and security.
The selected candidate will be an employee of the Fund for Public Health in New York City, a nonprofit organization which is the fiscal and administrative manager of the grant; work will be supervised by DOHMH. This individual will be expected to work non- business hours during emergencies and to participate in emergency preparedness and response activities conducted by the Division and Agency.
RESPONSIBILITIES
Implement and manage the department’s Enterprise Data Catalog system; develop and grow data governance unit expertise, department knowledge and support full use of system’s capabilities including its ability to connect and integrate with systems enhancing functionality enabling communities of data governance activities, authorized data access for managing data throughout its lifecycle to support the DOHMH data governance framework.
Gather, develop and manage business metadata providing context about diverse data assets for business users, including data descriptions, ownership, details, business termination and classification, and technical metadata, such as data types, formats, structures, storage locations, access protocols crucial for data management, integration and processing activities.
Develop data catalog user interfaces enabling users to search, navigate, manage and utilize data assets effectively as well as collaboration of users across different groups.
Utilize data catalog features and functionalities that enable the creation, management, and utilization of data products within the data catalog as well as tracking, monitoring and reporting of users’ interactions with data assets and building of data products and their impact of data on decision-making processes.
Manage data governance workflows and data collaboration features enabling storage, organization and enforcement of data -related policies and standards, tracking and visualization of data lineage from data elements, cleaning and transformations to data products and their destinations and reporting, monitoring and resolution of data related issues.
Implement role-based access controls that manage and restrict access to data assets and functionalities within the catalog based on roles and permissions assigned to different users or collaborative groups.
Support the development of trainings targeting user types and/or groups such as data stewards, data product developers or end users, to build their data catalog use skills and understanding of the capabilities of the data catalog.
Provide customer service including respond to users inquires facilitating their use and ensuring their understanding of the of the data catalog capabilities.
Promote a culture of data governance and data-driven decision-making across the organization.
Manage AI/ML capabilities such as intelligent profiling or dictionary matching that automatically analyze data assets to identify patterns, classify data types, and match them against a predefined dictionary or sets of business terms. Utilize AI features that allow the assignment of descriptive labels or keywords to data, facilitating organization, searchability, and management of cataloged metadata.
QUALIFICATIONS
Bachelor’s or master’s degree in information management, Data Management, Computer Science, or a related field.
5 years of experience in data management, data governance, or related roles or 3 years working directly with/on an enterprise data catalog.
Experience with enterprise data catalog maintenance; strong understanding of data governance principles, practices, and frameworks.
Experience with data quality management, data stewardship, and data governance tools.
Knowledge of regulatory requirements related to data protection and privacy (e.g., HIPAA).
Excellent communication and interpersonal skills, with the ability to collaborate effectively with stakeholders at all levels.
Strong analytical and problem-solving abilities.
PREFERRED SKILLS
Experience conducting quantitative data analysis and management.

SALARY
The salary range for this position is $80,000 to $90,000.00.
