The Fund for Public Health in New York City (FPHNYC) is a 501(c)3 non-profit organization that is dedicated to the advancement of the health and well-being of all New Yorkers. To this end, in partnership with the New York City Department of Health and Mental Hygiene (DOHMH), FPHNYC incubates innovative public health initiatives implemented by DOHMH to advance community health throughout the city. It facilitates partnerships, often new and unconventional, between government and the private sector to develop, test, and launch new initiatives. These collaborations speed the execution of demonstration projects, effect expansion of successful pilot programs, and support rapid implementation to meet the public health needs of individuals, families, and communities across New York City.

The Center for Population Health Data Science (CPHDS)- launched in November of 2023- aims to catalyze critical data modernization work and enable the agency to make progress toward linking public health, healthcare, and social service for timely and effective public action. We are working towards making these data more accessible, timely, equitable, meaningfully usable, and protected – and actively used to protect and promote the health and wellbeing of New Yorkers.
We aim to strengthen agency wide data capabilities by empowering our workforce, enhancing intra- and inter-agency data sharing, and using modern technology to yield trusted and integrated data and insights. A real-time and comprehensive view of city needs is needed to enhance public health actions and improve health outcomes for the most vulnerable New Yorkers.
This position will be based at the Health Department’s office in Long Island City, NY, with the possibility of hybrid work.
POSITION OVERVIEW
This is an exciting opportunity for an experienced and visionary leader to oversee the agency's user-centered effort to modernize how data is published and accessed. The person in this role will lead an agency-wide collaborative effort to empower analysts and researchers across divisions to publish program data and insights and align these efforts with the agency’s overarching communications priorities. The Senior Director, Digital Data Experience Transformation will ensure that tools, platforms, and processes enable seamless data publishing while elevating the accessibility and impact of public health insights. The ideal candidate will combine expertise in public health, data visualization, digital communication, design and technology, and project management to create a robust and cohesive online data publishing framework for DOHMH.
RESPONSIBILITIES
Technology and Digital Transformation
Lead the development and implementation of a scalable, user-centered, self-service platform for publishing public health data and insights.
Collaborate with IT, data engineering, epidemiologists, and analytics teams to integrate tools with the agency’s enterprise data systems while ensuring security and compliance.
Drive the adoption of modern data visualization, storytelling, and publication technologies to make insights accessible and actionable for internal and external audiences.
Oversee the design and development of intuitive user interfaces and workflows for publishing and accessing data.
Enablement and Capacity Building
Establish and lead an Enablement Unit to provide hands-on support and training for analysts and researchers in publishing data and insights.
Develop guidelines, toolkits, and workflows that streamline data publishing and ensure alignment with agency communications priorities.
Foster a culture of collaboration and innovation across divisions, enabling program teams across divisions such as Disease Control, Environmental Health, Mental Hygiene, and Family and Child Health to effectively share their data and insights.
Act as a mentor and coach to agency staff, building expertise in user-centered design, data storytelling, and digital publishing.
Strategic Leadership and Collaboration
Partner with the Senior Director of Data Communications to ensure alignment between digital and traditional data communications strategies.
Collaborate with agency leadership to prioritize digital data publication efforts that support strategic goals and increase the agency’s public health impact.
Build relationships across divisions to identify opportunities for cross-functional data sharing and insight dissemination.
Engage with external partners, stakeholders, and the public to assess needs and get feedback, and to amplify the agency’s role as a leader in data transparency and public health innovation.
Management and Oversight
Build and manage a team of digital data product specialists, user experience designers, and data visualization experts to execute the agency’s vision.
Oversee the creation and maintenance of agency-wide data publication workflows and platforms, ensuring efficiency, quality, and usability.
Track platform performance, user engagement, and the impact of digital data communication efforts on public health outcomes.
QUALIFICATIONS
Master’s degree in public health, Data Science, Communications, Information Technology, or related field.
Minimum of 10 years of experience in public health data communication, digital platforms, or related work, including at least 3 years of supervisory experience.
Demonstrated success in leading large-scale digital transformation projects that enhance accessibility and user experience.
Proven expertise in data visualization, user experience design, or health informatics.
PREFERRED SKILLS
Proficiency in data visualization tools and web development frameworks.
Strong understanding of public health data systems, including epidemiological and surveillance datasets, cloud technologies, and user-centered design principles
Familiarity with web development, APIs, and other data integration technologies.
A record of successfully leading cross-functional teams and managing vendor relationships.
Excellent communication and project management skills.
Ability to prioritize work and adjust priorities as needed.
The ideal candidate for this position must be a pro-active and self-motivated individual who is comfortable with multitasking. They can work in teams and in a highly dynamic environment with multiple stakeholders and timelines. This individual may need to work non-business hours in the event of a health emergency.
SALARY
The salary range for this position is $120k-130k.
