EDUCATION/TRAINING
Preferably associate or bachelor’s degree in business or public administration or a related field, plus some clerical and computer training. Proven word processing and spreadsheet skills, such as Microsoft Windows, Excel, and other needed office software.
WORK EXPERIENCE

ASSISTANT DIRECTOR OF ELECTIONS January 3, 2022
Position Description Exempt
OVERALL OBJECTIVE OF JOB
To assist the Deputy Chief Clerk in administering elections, including accepting nomination petitions and papers, campaign finance reports, performing layout and proofing of ballots, coordinating polling places and poll workers, performing testing of all voting equipment and certifying election results and issuing certificates of election; act as liaison between the department and other county agencies and/or departments.
ESSENTIAL FUNCTIONS OF JOB
- Assists Director in a variety of specialized projects and duties as assigned including but not limited to redistricting, recounts, canvassing of absentee and mail-in ballots, petition verification, etc.
- Receive and respond to questions from the public with regard to elections and the voting process, both in person and by telephone or email, as well as general questions regarding Commissioners’ office business.
- Assist in coordinating the people, materials and equipment necessary to implement the election. This would include filling any poll worker vacancies.
- Assist with office and election communications including press releases, letters, emails, minutes, agendas, Board Action lists, etc.
- Prepare watcher’s certificates and authorized representative certificates for the political parties and/or candidates.
- Responsible for Board appointments to various committees and authorities including advertising, acceptance of applications, updating lists and notification letters.
- Assist with Return Board duties as well as canvassing of election day, absentee, mail-in and provisional ballots and processing of write-in votes.
- Assist with ballot layout and proofing as well as performing logic & accuracy testing on all voting equipment, thumb drives and ballots.
- Assist with packing supply boxes and PPE supplies, if necessary.
- Assist the Deputy Chief Clerk with budget estimates and other fiscal and statistical reports. Also responsible for the monthly postage report, submission of invoices, conference registrations, contracts, and requests for various tax forms.
- Assist the Deputy Chief Clerk with completing various Department of State surveys, grant paperwork, questionnaires, bid documents, etc.
- Assist the Deputy Chief Clerk with certifying election results and filing the results with the Department of State, as well as surrounding counties and local municipalities.
- Must develop full knowledge of election laws and procedures and insure compliance of all such election laws.
- Assists in updating data in the Statewide Uniform Registry of Electors (SURE) system as well as updating information on the County’s Voting & Election webpage.
OTHER DUTIES OF JOB
- Attends meetings, trainings, webinars and conferences, as required.
- Represents the County at meetings, conferences and/or trainings hosted by the Pennsylvania Department of State, the Association of Eastern County Election Personnel (AECEP) and/or the Franklin County Election Board.
- Assist with Voter Registration projects including the issuing of absentee/mail-in ballots, stuffing envelopes, folding letters, etc.
- Interacts with other internal and external government departments as well as outside agencies, as needed, to perform essential job duties.
- Performs all other duties as assigned by the Deputy Chief Clerk for the conduct of elections.
SUPERVISION RECEIVED
Receives occasional direction and supervision from the Deputy Chief Clerk.
SUPERVISION GIVEN
Acts as working supervisor for clerical staff within department, if assigned.
WORKING CONDITIONS
- Works indoors in limited office space, with adequate lighting, temperature, but subject to fluctuations in ventilation.
- Frequent exposure to noise, disruptions and stress.
- Below normal indoor exposure to dust/dirt.
- Travels occasionally when needed to perform essential function of job.
PHYSICAL AND MENTAL REQUIREMENTS
- Must possess ability to record, convey and present information, explain procedures and follow instructions.
- Must be able to sit for long periods throughout the work day, with intermittent periods of standing/walking and occasional bending, twisting, stooping, reaching and grasping as necessary to carry out essential job duties.
- Dexterity requirements range from simple to coordinated movements of fingers/hands, to simple movements of feet/legs/torso as needed to carry out essential job duties.
- Sedentary work, with occasional lifting/carrying of objects with a maximum weight of fifty (50) pounds.
- Must be able to cope with the physical and mental stress of the position.
- Must be able to pay close attention to detail and concentrate on work.
