Position Description Non-ExemptThe position of Security Officer is an armed security position requiring advanced education and/or experience and training, similar to Act 235, security officers are charged with the security and protection of buildings under the control of the County of Franklin meeting the legal definition of a “court facility”, pursuant to 18 Pa.C.S. § 913.
ESSENTIAL FUNCTIONS OF JOB1. Ensures the safety, physical security and orderly conduct of individuals within and on County owned buildings.
2. Monitors buildings to ensure safety and security of employees and public.
3. Assist in scanning persons entering court area for contraband and if detected, follows established procedures, and shows high levels of customer service while working.
4. Operates x-ray machines to scan packages, purses, briefcases and other such items.
5. Operates walk-through and handheld metal detectors to ensure no weapons/contraband
enter designated County buildings.
6. Identifies and reports all potential safety problems on County property.
7. Responds promptly to any security, fire or emergency alarms and assists building
contacts and deputy sheriffs with security during such events.
8. Summons and assists emergency services when necessary; files incident reports.
9. Summons and assists appropriate law enforcement personnel in the removal of unruly
visitors, employees or other personnel.
10. Ensures appropriate doors are locked and secured in the work area.
11. Directs building visitors to appropriate buildings, departments and/or individuals.
12. Maintains required logs, reports, databases and forms.
13. Interacts with all County offices, departments, public agencies, and the general public in.
14. Assists with maintaining order at Franklin County buildings.
15. Utilizes equipment such as 2-way radios, weapons (lethal and/or less lethal), Firearms, computers, and motor vehicles, etc. as necessary.OTHER DUTIES OF JOB
1. Attend meetings, training, seminars and in-services as required.
2. Perform other job-related duties and training as required.
SUPERVISION RECEIVED
Receives daily instruction and supervision from the Franklin County Sheriff, Chief Deputy, Lieutenant, Sergeant, Corporal, or Deputy in Charge in regards to daily work duties.

WORKING CONDITIONS
1. Works indoors in adequate workspace with adequate lighting, temperatures, and ventilation.
2. Works indoors with average exposure to noise, stress and disruptions.
3. Works indoors with normal exposure to dust/dirt.
4. Subject to working shifts as scheduled.
5. Works in conditions of potential outbursts or disruptive individuals.
6. May be required to work outdoors, and at times, in adverse conditions.
7. Subject to working beyond a normal eight-hour tour of duty.
CRITICAL DEMANDS OF THE JOB
1. Must be able to stand / walk frequently during the workday, with occasional sitting, twisting, bending, kneeling, stooping, and reaching as necessary in order to carry out essential job duties.
2. Must be able to infrequently resist force during a physical altercation with another person, and apply force against another person through tactical maneuvers learned through FCSO training programs.
3. Must be able to occasionally secure a person through tactical maneuvers with or without resistance and with or without assistance by pushing or pulling a person with or without force against a wall or down to the floor. Body mass being maneuvered may range from 20 to 50 lbs. with assistance and 110 to 300 lbs. without assistance.
4. Must be able to move frequently throughout the workday.
5. Must be able to occasionally lift items that weigh up to 50 lbs. from floor to waist and from waist to chest.
6. Must be able to occasionally alternate between walk, jog, and run over uneven surfaces.
7. Must be able to occasionally sit for continuous periods of time as required to satisfy training.
8. Must be able to frequently ascend and descend a minimum of 20 steps at a time, at least 15 times per shift.
9. Must be able to frequently bend and twist at the waist from either the left or right side while standing, squatting, kneeling or seated.
10. Must be able to infrequently move quickly, starting and stopping suddenly, while jogging or running at full speed for 20 to 100 yards.
PHYSICAL AND MENTAL REQUIREMENTS
1. Must possess ability to record, convey and present information, explain procedures and follow instructions.
2. Must be able to stand / walk frequently during the workday, with occasional sitting, twisting, bending, kneeling, stooping, and reaching as necessary in order to carry out essential job duties. Must be able to move frequently throughout the day.
3. Light work, with occasional lifting/carrying of objects.
4. Requires very coordinated dexterity of fingers/hands, arms/legs/torso as necessary to carry out job duties.

6. Must be able to work with clients who carry or may carry the active hepatitis or other infectious diseases.
QUALIFICATIONS
A. EDUCATION/TRAINING
1. High school diploma or equivalent.

None required; prior experience in law enforcement or a security environment preferred.

12. Must possess ability to use less lethal force options.
13. Must be certified, or become certified in use of conducted electrical weapon (Taser), baton and Oleoresin Capsicum (OC) spray.
14. Must qualify annually with office issued firearm(s).
15. Must possess or acquire training in CPR and First Aid.
16. Must submit to random drug and/or health screenings as seen necessary.
