GENERAL DEFINITION
Individual will be responsible for the day-to-day EMS operations of the Public Safety Department. Individual will manage EMS emergencies. Maintain EMS and rescue protection at an optimal level countywide by ensuring that adequate Fire/EMS personnel, equipment and apparatus are available. Oversee and supervise difficult protective services work in regard to emergency medical services and fire suppression; engages directly in providing advanced life support and stabilization procedures at the scene of a medical emergency and during transport to medical facilities; engages directly in fire suppression activities and response to fire related incidents; does related EMS, fire and emergency services work as required. Performs the duties of the Director in the latter’s absence and/or as delegated by the Director.
ORGANIZATIONAL RELATIONSHIP
Individual will supervise Staff and Volunteers. Work is performed under the general supervision of the Director of Public Safety.
TYPICAL TASKS
- Coordinates and oversees the annual audit and assists with the preparation and review of the Comprehensive Annual Financial Report
- Assists with the preparation of the annual budget
- Assists with guiding financial decisions by establishing, monitoring and enforcing policies and procedures.
- Directs operations of Fire and EMS response for the Department.
- Assists with enforcing policies and procedures.
- Develops strategies for dealing with EMS specific hazards and other potential emergencies through pre-planning and training.
- Handles personnel matters relating to Fire/EMS staff.
- Assists with Emergency Management duties of the department.
- Assists with administrative functions in the daily operation of the of the department.
- Assists training staff with quality assurance program.
- Works directly with Medical Director on patient care issues.
- Acts as an Officer in Charge of Fire and EMSemergencies when needed.
- Coordinates multi-company, multi-agency and multi-jurisdictional EMS preparedness exercise and operation responses.
- Responds to fire, hazardous material and EMS incidents as needed;
- Maintains records and reports of all training activities;
- Handles questions and concerns from the public, volunteers and staff regarding assigned duties Performs rescue from potentially life-threatening situations.
- Assists in the protection of property via fire-suppression and fire related activities.
- Operates emergency equipment and vehicle as required.
- Assists in fire and safety inspections/investigations of public and private property as required.
- Performs other duties as may be assigned.
- Oversees the county fire and emergency medical services training division;
ESSENTIAL KNOWLEDGE, SKILLS AND ABILITIES
Extensive knowledge of emergency medical care and advanced life support techniques; working knowledge of fire fighting techniques; ability to work cooperatively with other emergency services personnel under hazardous or stressful conditions; Practical knowledge of and ability to utilize the Incident Management System and ability to assume command as well as subordinate functions ; ability to assist in managing emergency medical services incidents making appropriate decisions in regard to patient care; ability to assist in managing emergency fire incidents making appropriate decisions in regard to fire suppression and property protection; ability to foster and maintain a positive working relationship with volunteer personnel and the public; have an aptitude for mechanical and manual work and be in excellent physical condition. Must be willing and able to develop a working knowledge of all aspects of Public Safety activities within Franklin County and be willing and able to complete various tasks associated with the provision of these services.
TRAINING, EDUCATION AND EXPERIENCE
Must possess education equivalent to graduation from high school with additional course work in relevant college level courses; possession of Virginia Emergency Medical Technician – Paramedic; Virginia Department of Fire Programs Fire Fighter II certification; Virginia Department of Fire Programs Hazardous Materials - Operations Level Certification; EVOC Level I, II, III certification; Incident Command; minimum of 3 years of ALS EMS and Fire experience. Continuation of employment will be dependent on maintaining certification requirements.
SPECIAL REQUIREMENTS AND RELATED OBLIGATIONS
Candidate must undergo and successfully complete a criminal background investigation and driving record investigation; successful completion of a drug screening test; possession of a valid Virginia Department of Motor Vehicle Operators license; employment will be pending on successful completion of a physical examination in regard to acceptable standards of general physical condition of the applicant as defined by the NFPA for similar employment positions. Special Physical Requirements – Candidate must be able to lift 100lbs repeatedly.

Candidate must be able to lift 100lbs. Candidate must be able to work in stressful, demanding, and hazardous environments. Candidate must be able to perform work while wearing a respirator.
WORK ENVIRONMENT
Individual must be able to perform work in all types of hazardous environments including but not limited to natural, man-made and environments that are immediately dangerous to life and health (IDLH). Individual must be able to work in law enforcement situations.
