Position Summary:
The Transfer Evaluator is responsible for the comprehensive evaluation, maintenance, and management of transferred credit for all student populations and from all sources toward certificate or degree completion and visiting students to include a mastery of knowledge in all college credit programs and curriculum. Provides advisement and academic support to students while serving as a resource to the campus community on college and state transfer policies. Ensures accuracy and integrity in the maintenance and interpretation of placement test exemptions. Provides functional support within Student Experience and works effectively with a wide range of constituencies in a diverse community.
Essential Duties and Responsibilities:
The following are the functions essential to performing this job:
1. Manage the preparation for the evaluation of transcripts, to include the processing of multiple workflows in the Slate CRM, retrieving incoming electronic and paper transcripts, analyzing incoming transfer documents for authenticity, matching documents to student accounts, verifying student’s FCC program, and determining program checklists for the evaluation process.
2. Interpret Maryland State Department of Education mandated college and career readiness (CCR) measures and determine if students meet criteria for placement test exemptions by reviewing submitted documents. Ensures all data is correctly applied to student records.
3. Evaluate transcripts from post-secondary institutions, military courses and experience, international coursework, and non-collegiate organizations approved by the American Council on Education (ACE) and the National College Credit Recommendation Service (NCCRS) for the purpose of determining course equivalencies and awarding transfer credit based on best practices, Code of Maryland Regulations (COMAR), and in alignment with College curriculum while maintaining a high-level of accuracy and confidentiality.
4. Conduct research while determining transferability to include other institutional policies and procedures, The Department of Education’s database of accreditation, the Council for Higher Education Accreditation (CHEA), University System of Maryland’s ARTSYS system, ACE National Guides, etc.
5. Evaluate Prior Learning Assessment (PLA) documents and award credit based on faculty determined equivalencies in alignment with Maryland State regulations, where applicable. This includes credit for College Board’s Advanced Placement (AP), International Baccalaureate (IB), Defense Activity for Non-Traditional Education Support (DANTES)/DANTES Subject Standardized Tests (DSST), Cambridge Advanced International Certificate of Education, Institutional Departmental exams, College Level Examination Program (CLEP), Portfolio Assessment, Certificate and Licensure, and/or articulated credit.
6. Establish course equivalencies using college curriculum, Maryland Higher Education Commission (MHEC) guidance, and Code of Maryland Regulations (COMAR).
7. Determine course applicability to satisfy academic program and graduation requirements.
8. Build and maintain a course equivalency database within PeopleSoft. Update transfer stakeholders to common transfer school equivalencies.
9. Create and provide transfer evaluation reports (TER) to students, as required by MHEC and COMAR.
10. Distribute transfer evaluation reports (TER) to “sending” institutions and participate in course denial reviews when appropriate, as required by MHEC and COMAR.
11. Maintain denial reports from “receiving” institutions and participate in course denial reviews, as required by MHEC and COMAR.
12. Compile and track course denial reasons from Maryland public institutions for reporting purposes, as required by MHEC and COMAR.
13. Evaluate verification of transferability requests to determine how a course will transfer to FCC prior to enrolling at another institution.
14. Collaborate with Health Science Coordinator and Systems Analyst to develop and maintain the selective admissions application in Slate CRM. Manage workflow to complete portions of applications related to transfer credit and stay up to date on program accreditation changes.
15. Manage the transfer credit reevaluation process for students changing their degree plan or readmitting to the College.
16. Research and resolve credit evaluation issues and maintain institutional academic integrity by ensuring conformity with College policies and procedures.
17. Advise students and transfer stakeholders how credit transferred, to include why credit was denied and how to appeal the decision.
18. Collaborate with Systems Analyst to leverage the Slate CRM to enhance transfer procedures.
19. Monitor multiple external platforms and maintain vendor relationships.
20. Manage and maintain course equivalencies within University System of Maryland’s Articulation System (ARTSYS).
21. Serve as contact person and resource for transfer evaluation related questions about placement test exemptions, registration and course placement, and degree/certificate completion.
22. Document all transactions to include the use of Perceptive Content, PeopleSoft, Navigate, Slate, and workflows.
23. Assist in the technical management of Perceptive Content.
24. Monitor multiple email accounts, multiple phone lines, and Microsoft Teams software and respond to inquiries.
25. Represent the College at local, state, regional, and national affinity meetings and conferences.
26. Maintain compliance with the Family Educational Rights and Privacy Act (FERPA) and demonstrate a working knowledge of the law, and ability to interpret the policies and law, and act as a resource for the College.
27. Perform other duties as assigned.
Required Minimum Qualifications
1. Bachelor’s Degree
2. Two (2) years of experience evaluating transfer credits and/or prior learning assessment
3. One (1) year of experience with interpreting academic and vocational graduation requirements within a post-secondary higher education environment
Desired Qualifications
1. Master’s degree in student affairs or related field
2. Computer literacy and technical proficiency
3. Experience in course evaluation, transcript analysis, and articulation agreements
4. Experience with curricula and accreditation of international and U.S. institutions
5. Experience with higher education enterprise student applications and student information systems, preferably Oracle’s PeopleSoft Campus Solutions
6. Experience interpreting core requirements at the collegiate level
7. Proficiency in interpreting and applying academic processes and regulations as they apply to students, including federal, state, and institutional academic policy standards
8. Ability to research, interpret, and apply college policies and procedures relating to transfer credits and graduation requirements
9. Ability to communicate effectively orally and in writing to internal and external constituencies
10. Strong attention to detail and ability to multi-task
11. Experience in analyzing data related to academic environments and against complex standards
12. Ability to work effectively with a wide range of constituencies in a diverse community
13. Knowledge of current best practices in registration and admission procedures for credit and noncredit classes
14. Experience applying federal, state, and College academic policy standards
15. Ability to work independently and in a team environment
