Non-exempt (compensatory and/or overtime eligible); full-time; 40 hours per week; Monday - Friday; 7:30 a.m. - 4:00 p.m.; full-benefits

NOTE: The upper pay range reflects possible wage rates for internal County transfers and promotions.  For transfers and promotions, wage rates are calculated per County policy. 


This technical and supervisory position is responsible for multiple County projects at all stages of construction from initial planning through completion.  Supervision is given to Maintenance Technicians which make up a renovation crew and direction may be given to additional maintenance staff and or private contractors. Supervision is received from the Facility Manager.

  • Establish overall work objectives for staff; assign, coordinate, review and evaluate work performance; complete performance evaluations, administer employee disciplinary actions
  • Supervise, approve leave, and time sheets
  • Develop, coordinate and maintain renovation construction schedules
  • Ensure that proper and adequate equipment, supplies and staff are available to complete work in a timely manner
  • Monitor building and project budgets, assist with department budget process
  • Prepare and/or assist with price proposals (RFPs or IFB's) for procurement of materials and or services
  • Prepare and/or assist in providing cost estimates for repairs, installations and maintenance
  • Oversee the maintenance and repair of County systems ensuring that work complies with OSHA and MOSH safety guidelines
  • Prepare project feasibility reports, OSHA/MOSH reports, and other reports as requested
  • Work with, monitor and supervise the work of outside contractors as necessary
  • Investigate proposed design projects and estimate the amount time and type of materials needed
  • Prepare and submit requisitions for necessary materials and/or equipment
  • Coordinate building projects around various schedules
  • Provide technical advice and assistance to staff and or contractors
  • Apply for building permits and coordinate inspections when required
  • Inspect work for quality and completeness and ensure work is code compliant 
  • Assist with establishing and or modifying a preventive maintenance program for the carpentry trade
  • Perform work in accordance with the Preventive Maintenance Program; implement and maintain preventive maintenance procedures on facilities equipment and structures
  • Respond to maintenance and construction issues as they arise
  • Assist staff on jobs as needed or as time permits
  • Drive a County vehicle to various County building and/or properties
  • Perform other related duties as required

The qualifications/requirements, knowledge/skills/abilities and physical requirements or working conditions described here are representative of those that must be met by an employee to successfully perform the essential functions of this job.  


  • High school graduation, or the equivalent
  • Minimum 6 years of work experience in commercial building construction
  • Minimum 2 years work experience supervising or directing the work of others
  • Minimum 2 years work experience managing multiple projects which includes scheduling and ordering materials
  • Possession of a valid automobile operator's license 
     
KNOWLEDGE / SKILLS / ABILITIES:
  • Ability to maintain County Authorized Driver privileges
  • Computer experience or training, with ability to learn effective use of specialized construction and procurement software and applications
  • Considerable knowledge of general building repair, maintenance and the methods and techniques, materials, tools and equipment used in the installation of electrical, plumbing, HVACR and carpentry trades
  • Knowledge of OSHA / MOSH safety standards
  • Knowledge of local, state and Federal building codes, including IBC
  • Knowledge of and or perform a variety of HVAC, electrical and plumbing tasks
  • Knowledge of and or perform a variety of skilled carpentry, locksmith and painting tasks
  • Extensive knowledge of methods and techniques for commercial building construction and design
  • Knowledge of the various trades (HVAC, Electrical, Plumbing, Carpentry, etc.) needed to complete renovation / construction projects
  • Skill in the operation and maintenance of hand tools and mechanical equipment used in performing this work and ability to effectively instruct and train others to do so
  • Knowledge of hazards associated with building construction work and ability to recognize and employ appropriate safety measures
  • Ability to effectively supervise, direct and follow-up the work performance of others
  • Ability to effectively evaluate priorities and schedule staff workloads
  • Ability to effectively read and interpret blueprints, plans, drawings and specifications
  • Ability to effectively estimate materials costs and labor hours, and to accurately prepare related forms and reports
  • Ability to effectively organize and prioritize work, direct the work of others, and work with limited supervision
  • Ability to develop and maintain effective working relationships with co-workers, contractors, upper management, appointed and elected officials as well as the general public
  • Strong and effective spoken and written (English) communication skills

PREFERENCE MAY BE GIVEN FOR:
  • Intermediate skills in Microsoft Office Suite
  • State of Maryland Master Licensed in specialty trade 

PHYSICAL REQUIREMENTS / WORKING CONDITIONS:
  • While working in this position, the employee is required to constantly walk and drive; frequently lift up to 50 pounds, reach and perform repetitive motions; occasionally sit, climb, stoop, lift over 50 pounds, and push and pull up to and over 40 pounds; and rarely crawl
  • While working in this position, the employee is required to constantly work indoors, walk on uneven ground; frequently work in a dirty, dusty and noisy environment, work at heights and is required to wear protective equipment; occasionally work outdoors, work in hot temperatures above 100 degrees, cold temperatures below 32 degrees, and near chemicals/fumes; and rarely work outdoors, work in confined spaces, work below ground level, work near machinery and has potential exposure to infectious diseases.
  • Available for varied working hours as needed and available for on-call emergency situations
