What are the responsibilities and job description for the Permit Specialist I position at Frederick County Government?
This clerical position involves a significant amount of public contact, while performing varied duties that are highly specialized within the Permits and Inspections Department. These duties will include, but are not limited to, the primary preparation of building, electrical, gaming (gambling) and plumbing permit applications for distribution to the proper destination. Direction may be received from Senior Permits Specialist; supervision is received from the Manager of Permitting Services and/or the Assistant Director of Permits and Inspections.
NOTE: The upper pay range reflects possible wage rates for internal County transfers and promotions, which are calculated per County policy. For external hires, offers are made at the base wage rate.

- Answer questions and assist callers and visitors with information concerning all aspects of department operations and refer to other staff members as appropriate
- Process permits through the computerized system for all permit activity assigned to this agency, including detailed question-and-answer exchange with homeowners, contractors and others while completing data entry fields
- Determine and collect fees for various permits and keep an accounting of fees collected
- Research historical permit data for Certificate of Occupancy responses
- Distribute all forms of materials to proper approving agencies and file materials in correct category
- Maintain and compile statistical information on permit activity
- Maintain operational, reference and fiscal files (using manual and computerized files and filing systems)
- Process daily postal and inter-office mail
- Assist with special projects and substitute for other staff members as needed
- Perform other related duties as required

- High school graduation, or the equivalent
- Minimum 2 years clerical work experience using an electronic software/database for data entry
- Intermediate skills in Microsoft 365
KNOWLEDGE / SKILLS / ABILITIES:
- Ability to effectively access and utilize computerized systems and equipment
- Strong mathematics skills including the ability to accurately complete basic mathematical functions
- Strong clerical skills including the ability to accurately create and maintain manual and computerized files and filing systems and to accurately complete assigned clerical tasks
- Ability to effectively read and understand maps, plats and building plans
- Ability to make independent decisions, establish priorities and complete assigned duties with minimal supervision
- Strong and effective spoken and written (English) communication skills including the ability to clearly explain policies and procedures, to effectively phrase questions and obtain information while completing documentation
- Ability to develop and maintain effective working relationships with co-workers and others, including the ability to maintain a pleasant, professional demeanor while dealing with the public in a wide variety of circumstances
PREFERENCE MAY BE GIVEN FOR:
- Previous work experience involving the permits and inspections process
- Experience working in a construction related field
- Customer service work experience
PHYSICAL REQUIREMENTS / WORKING CONDITIONS:
- While working in this position, the employee is required to frequently sit, walk, reach and perform repetitive motions; and rarely lift up to 20 pounds
- While working in this position, the employee is required to constantly work indoors
- Available for additional work hours as needed, which may include evening hours
