This professional and supervisory position assists in the oversight of personnel functions within the Frederick County Sheriff’s Office, including recruitment and selection, employee relations, and interpretation of FCSO and Frederick County Government policies. This position works in close coordination with the Division of Human Resources. Supervision is given to administrative staff; supervision is received from the Lieutenant Colonel - Law Enforcement.
NOTE: The upper pay range reflects possible wage rates for internal County transfers and promotions, which are calculated per County policy. For external hires, offers are made at the base wage rate.

- Coordinate all FCSO personnel functions with the Division of Human Resources (HR)
- Plan, organize and direct all activities of the FCSO Patrol and Adult Detention Center Human Resources sections
- Counsel, advise and communicate with management staff and employees regarding FCSO personnel policies, employment and HR policies and procedures
- Develop and implement new FCSO human resources policies for approval; create and/or review forms, reports and manuals as needed
- Collaborate with senior leadership to understand the Sheriff’s Office goals and strategy related to staffing, recruiting, and retention
- Receive and respond to employee concerns; conduct investigations as needed
- In cooperation with HR, identify staffing and recruiting needs; develop and execute best practices for hiring
- Select advertising options for optimal recruiting efforts and initiate social media advertising
- In cooperation with HR, arrange for pre-employment tests, physical examinations, background checks, etc.
- Liaison with HR to ensure employee drug testing is conducted in accordance with established agency and county policies
- In cooperation with HR, provide guidance to FCSO employees, managers and department heads concerning classification and compensation
- Maintain FCSO’s job descriptions/class specifications by updating job requirements, job descriptions, and essential functions for all positions in conjunction with HR
- Manage and facilitate the disciplinary and appeal process as outlined in agency general orders and assure the process conforms to county HR policy and procedures
- Assist supervisors and management in preparing disciplinary action documents, progressive discipline documents or work performance plans, and termination paperwork; ensure adherence to the Frederick County Personnel Rules and policies; discuss disciplinary actions with HR
- Manage the sworn promotional processes to include promotional criteria development, test selection and/or development, testing administration and scoring, and promotional candidate notifications; provide feedback to candidates and establish timelines outlined in the agency’s General Orders
- Enforce management guidelines by preparing, updating, and recommending HR policies and procedures
- Prepare, maintain and distribute reports
- Monitor the progress of FCSO employee evaluations; instruct and guide supervisors as needed
- Supervise administrative staff to include performing timekeeper functions, conducting performance evaluation sessions, and as needed disciplinary actions
- Maintain and secure employee records within FCSO; submit original forms/documents to HR as needed for official personnel files
- Represent FCSO at meetings, hearings and conferences as required
- Oversee agency’s Early Warning System to identify employees who may need intervention efforts
- Provide guidance to employees and managers regarding timesheet, FMLA, worker’s compensation, EAP and other personnel related issues; as needed, discuss all listed with HR
- Compose and prepare professional correspondence, informal letters, memorandums, and other written work
- Perform other related duties as required
- Bachelor's degree in Human Resources, Management, Business or Public Administration or a related field
- Minimum 3 years of work experience in Human Resources administration
- Intermediate skills in MS Office 365
- NOTE: A combination of related education and/or work experience may be considered towards the overall requirements of this position

- Considerable knowledge of human resources management theory and practices
- Knowledge of HR policies, and legal regulations to ensure compliance and effective program management
- Knowledge of standard human resources principles, including employee relations, performance management, and workforce development
- Ability to interpret and apply federal, state, and local employment laws to maintain ethical and legal HR practices
- Strong analytical skills including the ability to accurately compile and analyze statistical information
- Strong leadership and problem-solving skills
- Ability to effectively organize work, determine priorities, including the ability to make decisions and complete assigned duties with minimal supervision
- Ability to effectively access and utilize Microsoft Office 365, e-mail, spreadsheet and other systems and equipment, and to learn new software as it is required

- Ability to identify areas that could be improved (processes and flows, etc.)
- Ability to effectively plan, assign, direct and review the work of subordinates and coordinate the administrative activities

PREFERENCE MAY BE GIVEN FOR:
- Possession of current HR certification
- Work experience in the public sector
- Administrative work experience in a law enforcement field
PHYSICAL REQUIREMENTS / WORKING CONDITIONS:
- While working in this position, the employee is required to constantly sit, reach and perform repetitive motions; frequently walk, and drive; and occasionally climb, stoop, lift up to 20 pounds, push up to 40 pounds and pull up to 40 pounds
- While working in this position, the employee is required to constantly work indoors and occasionally work outdoors
- Available on-call for personnel-related emergencies
- Ability to provide own transportation for meetings and other FCSO commitments
- Available for evening/weekend hours as needed for meetings, presentations, etc.; must be able on occasion to adjust work schedule to meet the needs of the office
- This position is subject to random drug testing, to include testing for marijuana
- The probationary period for this position is 6 months
- When considered under the Frederick County Employees Retirement Plan, this position is designated as "non-uniformed"
