What are the responsibilities and job description for the Truancy Reduction Court Coordinator position at Frederick County Government?
This professional position is responsible for managing the development and implementation of the Frederick County Circuit Court’s Truancy Reduction Court. This position will plan, implement, manage and monitor the daily operations of Truancy Court. Supervision is received from the Drug Court Coordinator.
Pursuant to Section 2-501 of the Courts and Judicial Proceedings Article of the Annotated Code of Maryland, this position serves at the discretion of the Circuit Court Judges. This means that this position is at will and that either an employee, or the court, may terminate the employee relationship at any time, with or without cause. There are no contractual relationships between the Circuit Court and an employee; letters, benefit or policy statements, performance evaluation, handbooks, or other employee communications should not be interpreted as such. The at-will relationship remains in full force and effect notwithstanding any statements to the contrary made by court personnel or set forth in any documents.
NOTE: The upper pay range reflects possible wage rates for internal County transfers and promotions. For transfers and promotions, wage rates are calculated per County policy.

- Develop, implement, evaluate the required components for Truancy Reduction Court; oversee daily operation of court programs
- Oversee a caseload of participants; develop and review case summaries and documentation for participants
- Meet regularly with participants to identify and recommend resources; develop and monitor case plans for participants; ensure that participants agreements are signed and that participant plans are followed; monitor participants progress and compliance; report participants progress via written reports to the court
- Develop, provide and evaluate training for Truancy Reduction Court operations
- Ensure that participants follow order guidelines, make appointment and follow all treatment directives by following up with treatment providers and vendors
- Conduct pre-court briefings with Judicial Officers to convey case specific updates; review case plans and determine further information/action needed for participants success
- Identify deficiencies of the court program, develop solutions to address deficiencies; oversee implementation of solutions and evaluate their effectiveness
- Consult with Maryland Judiciary Office of Problem-Solving Courts and attend meetings and conferences
- Schedule, file reports and VOPS with the clerk’s office
- Manage the collection, accuracy and timeliness of program statistical data; ensure compliance of statewide management information systems for reporting performance measures and standard data elements (AIMS)
- Develop, implement, plan and evaluate the components of Truancy Court
- Provide testimony and attend Truancy Reduction Court hearings; present information at delinquency hearings as needed
- As representative of Truancy Reduction Court, coordinate, build and maintain relationships with participating agencies and program participants which includes Board of Education, local and private treatment providers
- Serve as Truancy Reduction Court representative for Frederick County; attend community and stakeholder meetings, outreach and school related events; attend conferences to stay abreast of latest trends and research
- Complete all work in accordance with all applicable laws and regulations (i.e. time limitations, case status logs, etc.)

- Bachelor’s degree
- Minimum 3 years of work experience dealing with juveniles and families in the areas of youth development, family preservation, addictions or counseling
- Minimum 2 years of administrative support work experience
- Intermediate skills in Microsoft 365
- NOTE: Additional years of work experience may substitute for the educational requirement
KNOWLEDGE / SKILLS / ABILITIES:
- Knowledge of legal terms, court processes, etc.
- Strong and accurate administrative skills, with ability to effectively perform in a fast-paced work environment
- Ability to effectively organize work, determine priorities and complete assigned duties with minimal supervision
- Ability to communicate effectively, orally and written, and exercise a high degree of judgment, tact, diplomacy and competence in dealing with Judges, attorneys, court personnel and the public
- Ability to prepare and maintain work-related, as well as computer generated, records, effectively utilizing financial and data management software
- Ability to prepare concise and comprehensive reports, both orally and in writing
- Ability to make decisions based on experience, good judgment, and established policies and procedures
- Ability to work with sensitive information and maintain appropriate confidentiality
- Ability to work independently and have high level interpersonal skills to handle sensitive and confidential situations
- Ability to develop and maintain effective working relationships with elected officials, court personnel, community partnerships, co-workers and the general public
- Strong and effective spoken and written (English) communication skills with the ability to prepare presentations and speak to court personnel and the public
PREFERENCE MAY BE GIVEN FOR:
- Work experience in problem-solving courts
- Bachelor’s degree in public or court administration, education, sociology, criminal justice or a related field
PHYSICAL REQUIREMENTS / WORKING CONDITIONS:
- While working in this position the employee is required to constantly sit; frequently walk, climb, lift up to 20 pounds, reach, and perform repetitive motions; occasionally drive; rarely stoop.
- While working in this position the employee is required to constantly work indoors and occasionally work outdoors.
- Ability to provide own transportation to drive to family residences, court and/or school as needed
