EXEMPT: No DEPARTMENT: Parks and Open SpaceREPORTS TO: Parks Manager/Open Space Manager CLASSIFICATION: Full-Time SALARY RANGE: Technician I: $42,907-$64,360/Annually Technician II: $47,305-$74,504/ Annually HIRING RANGE: Technician I: $42,907-$53,633/Annual DOQ Technician II: $47,305-$59,134/ Annual DOQ SUMMARY Under specified supervision, performs a variety of maintenance duties pertaining to parks, open space, trails, golf, municipal grounds, rights-of-way, medians, lakes, ponds and other amenities. Positions in this class are flexibly staffed and are normally filled by advancement from the lower level or, when filled from outside, require previous and directly related experience. Technician I: Under immediate supervision, this is the entry-level class in the Parks, Open Space and Golf maintenance series. Incumbents entering the class have little to no directly related work experience. Generally, work is observed and reviewed both during performance and upon completion. This position encompasses seasonal hiring in maintenance operations. Technician II: Under general supervision, this is the second class in the Parks, Open Space and Golf maintenance series. Incumbents assigned to this class have previous work experience and are expected to perform the full range of work assigned, operate large-equipment and/or work with independence and initiative. ESSENTIAL DUTIES AND RESPONSIBILITIES The following duties and responsibilities are not all inclusive. Other duties may be assigned. Performs Park and/or golf maintenance duties including various combinations of the following: waters, mows, weeds, trims, renovates and fertilizes turf areas; plants, waters, edges, prunes and removes trees, shrubs, bushes and flowers; clears snow, leaves and debris from rights-of-way, sidewalks, sports fields and courts; empties trash receptacles and transports rubbish to landfill.Applies herbicides and pesticides in accordance with prescribed guidelines; maintains usage records. Maintain the city’s open space areas such as waterways, lakes, trail corridors and other undeveloped properties. Some of the tasks include noxious weed control, invasive tree and shrub control, trail maintenance, amenity maintenance, monitoring wildlife and fish issues and litter control. Operates and maintains equipment necessary to complete the duties required for this position. Repairs facilities, such as playground equipment, picnic tables, restrooms and grills. Maintains and repairs computerized irrigation systems, changing and adjusting sprinkler heads and assisting with irrigation plumbing repairs. Maintains trees, shrubs and beds throughout the Town by watering, pruning, trimming, planting, removing, weeding and chipping.Maintains landscapes throughout the Town pertaining to major medians, rights-of-way and roundabouts by watering, planting, pruning, weeding and enhancing hardscapes. Assists with the setup of public programs and special events. Responds to on-site inquiries from the public and staff. Sets up appropriate traffic control devices when working in the right-of-ways and medians. Assists in snow removal. Other duties as assigned. KNOWLEDGE, SKILLS AND ABILITIES Technician I: Knowledge of the policies, procedures and goals of the Town of Frederick and the department. Knowledge of the operation of landscape equipment such as, but not limited to, pickup trucks, tractors, trailers, skid-steers, roto-tillers, sod cutters, trenchers, mowers, string trimmers, edgers, backpack blowers and various hand tools. Skill in communicating effectively both orally and in-writing. Skill in the safe and lawful operation of all equipment required for the job. Skill in dealing tactfully and effectively with the public. Ability to work as a team member. Ability to operate all equipment necessary to perform the functions of this position. Ability to follow oral and written directions from others. Technician II: In addition to previous requirements: Knowledge of the operation of large-scale mowing and aeration equipment and other landscape equipment such as, but not limited to, pickup trucks, tractors, trailers, variety of sizes of riding mowers, walk-behind mowers, push mowers, edgers, string trimmers, backpack blowers and various hand tools. Knowledge of plant material that grows in this area. Knowledge of irrigation systems, including overhead spray, drip and sub-surface irrigation, and the ability to install, modify and make field adjustments to systems and ensure that they perform properly. Knowledge of tree and shrub identification, pruning and plant health care techniques, and understanding of trees suitable for this area. Ability to exercise initiative, judgment, and decision making to resolve problems in the field. EDUCATION, EXPERIENCE AND TRAINING Technician I: High School Diploma or GEDFirst Aid, CPR & AED certification within one year from date of hire.Basic Pesticide Training within one year of hire. Forklift Certification within one year of hire. Flagger Certification within one year of hire. Technician II (In addition to all Technician I requirements): Minimum of one year of experience in parks, open space, golf or landscape maintenance. Possess a Certified Operator Pesticide License in the Turf Category within one year of hire.Possess one of the following certificates within one year of hire: Landscape Technician Certificate (One Category)Irrigation Technician (Golf or Landscape)PHYSICAL WORKING ENVIRONMENTThe physical demands listed herein are representative of those that must be met by an employee to successfully perform the essential duties of this job.
