SUMMARY 
Under specified supervision, performs a variety of technical duties pertaining to parks, open space, trails, golf, municipal grounds, rights-of-way, medians, lakes, ponds and other amenities. Positions in this class are flexibly staffed and are normally filled by advancement from the lower level or, when filled from outside, require previous and directly related experience. 
 
Specialist I: 
Under general supervision, incumbents assigned to this class are expected to perform the full range of work assigned to a section in this class and to work with independence and initiative. Incumbents may train and supervise employees in small work crews or within an assigned portion of a project or assignment. 
 
Specialist II: 
Under direction, incumbents work independently, exercising full judgement and initiative. Incumbents may train and supervise employees in larger work crews and/or supervise small, operational areas within the Parks and Open Space Department. 
 
 
ESSENTIAL DUTIES AND RESPONSIBILITIES 
The following duties and responsibilities are not all inclusive.  Other duties may be assigned. 
  • Performs park and/or golf maintenance duties including various combinations of the following: waters, mows, weeds, trims, renovates and fertilizes turf areas; plants, waters, edges, prunes and removes trees, shrubs, bushes and flowers; clears snow, leaves and debris from rights-of-way, sidewalks, sports fields and courts; empties trash receptacles and transports rubbish to landfill.
  • Applies herbicides and pesticides in accordance with prescribed guidelines; maintains usage records. 
  • Performs turf conversions under the Town’s water conservation program. This includes removal of bluegrass, preparing a new seedbed, reseeding the area, mowing, modifying irrigation systems and keeping the area weed free throughout the establishment period. 
  • Maintain the city’s open space areas such as waterways, lakes, trail corridors and other undeveloped properties. Some of the tasks include noxious weed identification and control, invasive tree and shrub control, trail maintenance, amenity maintenance, monitoring wildlife and fish issues and litter control. 
  • Operates and maintains equipment necessary to complete the duties required for this position. 
  • Inspects and repairs facilities, such as playground equipment, picnic tables, restrooms and grills. 
  • Maintains and repairs computerized irrigation systems, changing and adjusting sprinkler heads, maintaining controllers and conducts or assists in the installation and major maintenance of irrigation plumbing. 
  • Maintains trees, shrubs and beds throughout the Town by watering, pruning, trimming, planting, removing, weeding and chipping. Identifies, conducts and/or coordinates the pruning and removal of high-risk trees and shrubs. 
  • Maintains landscapes throughout the Town pertaining to major medians, rights-of-way and roundabouts by watering, planting, pruning, weeding and enhancing hardscapes. 
  • Selects, purchases, plants, prunes and removes trees and other plant materials. 
  • Examines and identifies various trees or landscape planting sites to evaluate specific health and maintenance needs. Recommends/implements solutions for problems such as pests and diseases. 
  • Designs, plants, maintains, and removes annual flowers within park flowerbeds. Selects and purchases shrubs, perennials, and annual flowers. Participates in the maintenance of Xeric Gardens. 
  • Provides diagnostic services and advice to residents, public groups and City staff on matters related to trees and tree care. Maintains tree inventory using ESRI/ArcMap software. Assists with mapping projects using ArcMap software. 
  • Assists in developing and performing an inventory of shrub beds and plant materials using ESRI/ArcMap software. Assists with mapping projects using ArcMap software. 
  • Assists with the planning, coordination and setup of public programs and special events. 
  • Responds to on-site inquiries from the public and staff. 
  • Inspects parks and trails for safety hazards such as debris and landslides. 
  • Sets up appropriate traffic control devices when working in the right-of-ways and medians. 
  • Assists in snow removal. 
  • Other duties as assigned.  
KNOWLEDGE, SKILLS AND ABILITIES 
Specialist I: 
  • Knowledge of laws and safety related to vehicle operation. 
  • Knowledge of park, golf, open space, forestry, or horticulture maintenance safety procedures. 
  • Knowledge of materials and equipment used in park, golf, open space, forestry, or horticulture maintenance, including tractors, mowing equipment, edgers, string trimmers, backpack blowers, chippers, pesticide applicators, backhoes, dump trucks, loaders, power drills and saws, aerators, hand tools, and snow removal equipment. 
  • Knowledge of the policies, procedures and goals of the Town of Frederick and the department. 
  • Knowledge of the principles and practices of park, open space, forestry, or horticulture maintenance. 
  • Knowledge of laws, regulations and procedures for proper application of pesticides and herbicides. 
  • Knowledge of tree identification, defects, species culture, planting, pruning, removal, pests and diseases. 
  • Skill in operating a two-way radio. 
  • Skill in the safe and lawful operation of all equipment required for the job. 
  • Skill in performing horticultural functions, including maintaining and repairing turf, plants, shrubs, flowers, and trees. 
  • Skill in applying pesticides and herbicides in compliance with all regulations and laws. 
  • Skill in maintaining records and logs. 
  • Skill in traffic control devices when working in the right-of-way. 
  • Ability to use standard office equipment, personal computer and job-related computer applications including electronic mail. 
  • Ability to comprehend and follow verbal or written instructions. 
  • Ability to listen well and communicate effectively orally and in writing with various audiences. 
  • Ability to establish and maintain effective working relationships with Town employees and the general public. 
Specialist II: 
In addition to previous requirements: 
  • Knowledge of the general principles and practices of employee supervision. 
  • Knowledge of tree risk assessment and remediation. 
  • Knowledge of and ability to assess tree health and recommend issue resolution. 
  • Knowledge of ArcMap/ERSI inventory procedures. 
  • Skill in inspecting parks, open space, municipal grounds, trees, rights-of-way and trails for safety hazards. 
  • Skill in installing, maintaining and repairing computerized park irrigation systems. 
  • Ability to supervise, train and monitor seasonal park maintenance employees. 
 EDUCATION, EXPERIENCE AND TRAINING 
Specialist I: 
  • High School Diploma or GED
  • Minimum of two years of experience in parks, open space or trails maintenance. 
  • First Aid and CPR Certification within one year from date of hire.
  • Flagger and Forklift Certifications within one year from date of hire. 
  • Certified Operator Pesticide License in the State of Colorado in the Turf Category and one additional category within one year from date of hire. 
  • Playground Maintenance Certificate
  • Possess one of the following certifications or ability to obtain within one year of hire:
    • Landscape Technician Certificate (One Category) 
    • Irrigation Technician (Landscape or Golf)
  • Possess one of the following certifications or ability to obtain within one year of hire: 
    • Irrigation Auditor (Landscape or Golf)
    • Certified Arborist
    • Certified Landscape Technician
Specialist II (In addition to all requirements of Specialist I):
  • Minimum of three years’ experience in parks, open space or maintenance. 
  • Possess two of the following certifications within one year of hire:
               • Qualified Supervisor Pesticide License in the State of Colorado in the Turf Category and one additional category as assigned within one year of hire.
              • NRPA Playground Safety Inspector
              • ISA Certified Master Arborist with TRA Qualification
              • Certified Parks and Recreation Professional
Golf Course specific equivalents exist for several certifications and may be substituted on a case-by-case basis.

PHYSICAL WORKING ENVIRONMENT

  • This position includes sitting, standing, walking, crouching, squatting, kneeling, bending, twisting, climbing, and balancing on a frequent to constant basis.  Due to the physical nature of this position, sufficient physical stamina, mobility, and dexterity are required, as is the ability to hear and see to safely perform assigned tasks.  Applicants must successfully pass a physical examination prior to being hired.
  • Must be able to frequently lift and or move up to 75 pounds, and occasionally lift and/or move up to 150 pounds. 
  • Must be able to read Material Safety Data Sheets (MSDS) before handling toxic or caustic chemicals or any other material requiring an MSDS. 
  • Employees are frequently exposed to outdoor weather conditions, as work is most frequently performed outdoors.  Employees may be exposed to inclement weather conditions, including moisture, humidity, and/or extreme temperatures, ranging from over 100 degrees to below zero degrees Fahrenheit.      
  • While performing the duties of this job, the employee may be exposed to moving mechanical parts, fumes, airborne particles, toxic or caustic chemicals, and vehicular traffic.  
  • The noise level in the work environment is usually moderate, but can be very loud at times.
