Key Tasks

• Administer and negotiate contracts and subcontracts in accordance with federal government contracting rules and regulations, including the Federal Acquisition Regulations (FAR) and its supplements, and FAA Acquisition Management System (AMS) regulations and local procurement laws.
• Create and maintain relationships with customers and suppliers and serve as the single point of contact for contractual matters.
• Define requirements and develop the scope of work, specifications, and conditions for new contracts.
• Communicate and present information to stakeholders about all contract-related matters.
• Solve contract-related issues arising internally and with external parties.
• Support all aspects of the contracting process including current programs, Requests for Proposals (RFPs) review and assessment, contract modifications/changes, dispute resolution, and overall contract performance.
• Ensure HQ corporate compliance and to all local, state and federal contracting regulations.
• Provide advice to upper management and project teams on compliance and fulfillment.
• Negotiate and administer consulting agreements, non-disclosure agreements, and teaming agreements.
• Negotiate and administer software licensing agreement terms with suppliers and customers.
• Support Program Managers in contractual & legal matters.
• Serve as the principal liaison between agency management, contractors, the Legislature, and other customers.
• Update standard terms and conditions and agreement templates working with corporate and external legal representatives.
  
  

Key Qualifications

• 4-year college degree required; law degree preferred
• 10 years of hands-on experience handling complex U.S. Government and international contract negotiation and administration in a manufacturing environment
• Expert knowledge of U.S. Government contracting rules and regulations (FAR/DFAR/AMS)
• Experience with subcontracts negotiation and administration
• Experience negotiating software license terms with customers and vendors
• Familiarity with the Uniform Commercial Code
• Must be a U.S. citizen
• Beneficial credentials
• FAA experience
• Working knowledge of U.S. export regulations (ITAR/EAR)
• CFCM or CPCM certifications
• Experience in Compliance Management
