The Fresno County Department of Social Services has an excellent and rewarding career opportunity for dynamic and ambitious individuals interested in furthering their career as a Social Services Finance Manager.
The Social Services Finance Manager, reporting to the Social Services Finance Division Chief, supervises the day to day operations of a financial analysis or accounting section and performs the most complex and specialized work. Responsibilities may include the review and analysis of fiscal activities; forecasting cost projections; conducting trends analyses; fiscal legislation monitoring and research; review and maintenance of accounting records, systems and procedures; quantitative analysis of financial records, transactions, and proposals; audits of accounting records/systems to assure procedural compliance and dependability of financial records; and preparation of financial reports and statements.
Please note: The eligible list established from this recruitment will be used to fill current and future Social Services Finance Manager vacancies as they occur.
Positions in this classification are in Medical Group I - Light Physical Activity (Personnel Rule 8). This group includes positions which require only light physical effort and may include lifting of small, light objects and some bending, stooping, squatting, twisting, and reaching. Considerable walking or standing may be involved.

Applicants must qualify under one (1) of the options listed below:
OPTION 1:
Education: Possession of a Bachelor's degree in Business Administration, Accounting, Economics or a closely related field that is acceptable within the United States' accredited college or university system.
Experience: Three (3) years of full-time, paid work experience equivalent to that gained as a Financial Analyst with the County of Fresno.
OPTION 2:
Education: Possession of a Bachelor's degree in Business Administration, Accounting, Economics or a closely related field that is acceptable within the United States' accredited college or university system.
Experience: Four (4) years of full-time, paid work experience equivalent to that gained as an Accountant with the County of Fresno.
In addition to the options listed above, the following may be required:
License: Possession of a valid Class "C" driver's license, or equivalent, may be required.

SELECTION PROCESS:
Depending upon the number of applicants meeting the minimum qualifications and filing requirements, applicants may be scheduled for one of the processes listed below:

Oral Examination - An oral examination includes a panel consisting of at least two members within a similar field of expertise as the vacancy. Candidates are asked structured questions and must respond orally to allow the panel to evaluate the specific qualifications of each applicant.
- If required, the oral examination will be administered in an online format via the Spark Hire interview platform.
- Certify Without Examination - In instances where the number of eligible candidates is less than or equal to the number of qualified applicants the Department is entitled to receive under Personnel Rule 4212, the competitive examination process will be waived and the names will be certified without an examination.
Successful candidates will be placed on an employment list, effective for a minimum of 3 months (may be extended up to an additional 12 months), and certified in final rank order as vacancies occur.
