Los Angeles Regional Open Space and Affordable Housing (LA ROSAH) collaborative’s mission is to advance policies and strategies that prevent displacement in vulnerable communities related to urban greening investments and to create models for accessible, community-driven parks/open space and affordable housing joint development, including affordable housing production and preservation.

LA ROSAH is a fiscally sponsored project of Resources Legacy Fund (RLF) and as such all staff are employees of RLF. RLF builds alliances that advance bold solutions to secure a just and resilient world for people and nature. RLF partners with philanthropy, community groups, government, science, and business to promote smart policies and ensure equitable public funding that protect nature, address the climate crisis, and advance environmental equity and justice. Across the American West and internationally, RLF manages complex, multi-year grantmaking programs, and fiscally sponsors projects that accelerate change on environmental and equity issues. Position Summary:

The Program Director is a full-time, exempt position and reports to the LA ROSAH Executive Committee. Hiring for this position will be conducted by LA ROSAH and Resources Legacy Fund (RLF). Staff will be housed at the offices of LA ROSAH member organization Friends of the LA River at the Los Angeles River Center & Gardens.

The Program Director will provide staff support to the collaborative, lead the development and implementation LA ROSAH’s organizing, policy, and coalition building work, and engage with a wide range of stakeholders including community members, public agencies and elected officials to support LA ROSAH’s policy and organizing work around issues of economic and environmental justice.

Key Responsibilities:

  • Develop and implement housing and park equity policies and programs in collaboration with LA ROSAH staff and collaborative members
  • Supervise the communications coordinator and senior community organizer
  • Represent LA ROSAH in local and regional collaborations
  • Engage with community allies, policymakers, and organizational stakeholders on issues of housing and environmental justice
  • Lead efforts to protect River-adjacent communities from gentrification and displacement through strategic planning and advocacy.
  • Foster a collaborative environment to empower poor, working-class individuals, and people of color to shape and maintain their neighborhoods.
  • Work with LA ROSAH staff and member organizations to engage community members, local businesses, public agencies, elected officials, and other partners to address economic, park and housing equity challenges and opportunities.
  • Facilitate partnerships with northeast LA community-based organizations, impacted local residents, and private and public entities.
  • Lead efforts to recruit, supervise, mentor, and evaluate staff and volunteers.
  • Support additional research and writing needs to fulfill grant deliverables and organizational operations.
  • Work collaboratively with the LA ROSAH steering committee to create and evaluate annual coalition and program budgets.
  • Identify funding opportunities and develop grant proposals with support from LA ROSAH members.
  • Cultivate relationships with potential funders and donors.

  • Comprehensive experience in program development and administration, preferably in the areas of housing equity, park equity, community development, or community organizing
  • Two or more years of supervisory experience
  • Demonstrated commitment to racial and environmental justice, equity, and power building
  • Experience in housing policy, economic policy, environmental policy and/or urban planning
  • Demonstrated experience leading coalition spaces
  • Demonstrated experience working with diverse stakeholders, including community members, public agencies, elected officials, and allied organizations
  • Experience in community organizing, leadership development, or campaign management
  • Excellent communication skills, both written and verbal, with the ability to effectively engage with various audiences.
  • Proven ability to lead and manage projects, including budgeting, resource allocation, and monitoring progress
  • Knowledge of Los Angeles regional dynamics and familiarity with Northeast LA communities preferred
  • Must be located in Los Angeles County and able to work productively both in-office and remotely
  • Ability to work independently and collaboratively in a dynamic environment
  • Willingness to work after hours and weekends when necessary
  • Ability to work independently and as part of a team
  • Bilingual Spanish/English preferred

Compensation and Benefits

Salary range is $80,000 - $95,000. We have an alternate Fridays off work schedule (employees work 40 hours one week, 32 hours the next week) and offer a comprehensive benefit package including medical, dental, and vision insurance, 401k plan with a 5% match, and generous paid time off. RLF also offers a technology allowance, student loan repayment assistance, the Calm app, mental health benefits and approximately 17 paid holidays per year.
