SUMMARY:

The Senior Vice President of Fiscal Services (CFO) plans, directs, integrates, and continually improves the activities of assigned departments and functions support and promote the organization’s mission, vision, and values.  This role is responsible for both the strategic (system) and tactical (department) level oversight of fiscal services.  As a system-focused executive position, the CFO holds fiscal responsibility for Frontier Health, the Frontier Health Foundation, and multiple HUD-funded entities. 

 

The role plays a key role in shaping and recommending long-term strategic and business plans to ensure Frontier’s financial health and sustainability.  This is a hands-on leadership role that drives financial strategy while actively engaging in financial modeling, budgeting, auditing, forecasting, treasury management and other financial operations. 

 

The position is expected to be well-versed in current fiscal regulations and broader business compliance requirements and is capable of leading teams while stepping in directly to resolve complex financial issues.  Public presentation and community engagement are also essential components of this position. The Senior Vice President is expected to serve as a visible and proactive representative of Frontier Health, building and maintaining strong relationships with community stakeholders, business leaders, and local, state, and federal agencies to advance the organization’s mission

 

EDUCATION AND EXPERIENCE:

 

Education: Bachelor's degree in accounting, Finance, or a related field required; Master's degree and CPA strongly preferred.

Licensure: Must possess highest level of licensure applicable to degree.

Certification: Must possess highest level of certification applicable to degree.

Experience: Minimum 10 years of progressive financial leadership experience, ideally in nonprofit healthcare or behavioral health setting. 

 

 

 

Knowledge/Skills:      

  • Proven experience in managing complex budgets, financial forecasting, and cash flow across multiple funding streams. 
  • In-depth knowledge of nonprofit accounting principles, fund accounting, and federal/state grant compliance (e.g., 2 CFR Part 200).
  • Experience working with government payers, behavioral health billing/reimbursement, and managed care contracts.
  • Demonstrated ability to balance strategic thinking with tactical execution.
  • Strong leadership, mentoring, and team-building skills.
  • Excellent communication and presentation skills; capable of explaining financial matters to non-financial audiences.
  • Mission-driven with a deep commitment to improving community behavioral health and recovery services.

EQUIPMENT:

Computer, fax, copier and any other equipment required to perform the functions of the position.

 

SUPERVISORY RESPONSIBLILITIES:

  1. Selects, trains, disciplines and evaluates performance of employees.
  2. Recommends pay adjustments for employees.
  3. Organizes and schedules employee work activities.
  4. Maintains a safe work environment by identifying and correcting potentially unsafe conditions and work practices.
  5. Maintains a positive working climate within and across departmental functions.

  4. Staff Development.
    • Responsible for identifying and providing staff education that is directed toward competence and the achievement of excellence in service.

    • Meets staff performance assessment policy expectations.

    • Provides ongoing education including orientation, and in-services according to employee and organizational needs and state requirements.

    • Participates in and promotes activities that contribute to personal and professional growth for self and employees.

    • Attends and participates in management development workshops as scheduled by the organization.

  5. Communication
    • Responsible for communication with assigned departments as well as across all departments to ensure that information is shared for effective operations.

    • Seeks out, understands, listens and conveys information clearly as needed in written and verbal forms.
    • Holds regularly scheduled staff meetings and provides minutes to staff.

    • Investigates and responds appropriately to all complaints and takes effective corrective action when necessary.

    • Demonstrates ability to identify and resolve interpersonal and professional conflicts when dealing with members of the organization.

    • Accepts criticism well.

    • Creates good give-and-take with others in conversations and meetings.
  6. Fiscal Management
    • Fiscal Services / Accounting:

      • Ensures compliance with all applicable state, federal, and third-party payer contract standards.
      • Provides effective fiscal management across all divisions, promoting optimal utilization of financial resources.
      • Holds directors and managers accountable for budget adherence and responsible spending.
      • Oversees daily treasury functions and regulatory compliance across all entities, including management of investment portfolios in accordance with Board policies.
      • Oversees 990 preparation and reporting.
      • Areas of responsibility include (but are not limited to): Purchasing, Accounts Payable, Payroll, Accounting, Business Office
    • Budgeting & Financial Planning

      • Leads the preparation of annual operating and capital budgets, ensuring timely and accurate completion aligned with organizational goals.

      • Prepares and distributes monthly financial statements by the 15th of the following month.
      • Proactively monitors financial performance, recommending adjustments to budgets based on evolving organizational needs.

    • Grants Management & Reporting

      • Oversees fiscal compliance and reporting for federal, state, and private grant funding.

      • Ensures proper allocation and tracking of restricted funds and adherence to grant conditions.

    • Revenue Cycle / Billing

      • Supervises billing operations and revenue cycle management, with a focus on behavioral health, substance use services, and governmental payers.

      • Ensures accurate, timely billing and maximized revenue capture while maintaining regulatory compliance.
    • Foundation Financial Operations

      • Collaborates with development staff to align financial practices with fundraising initiatives and donor intent.
      • Manages financial activities of the Frontier Health Foundation, including donor and investment tracking. 

    • Compliance (fiscal-specific)

      • Ensures all fiscal operations meet applicable accounting standards and regulatory requirements, including federal grant compliance (e.g., Uniform Guidance, GAAP, Single Audit).

      • Develops and monitors internal controls to mitigate risk and promote transparency.

      • Oversees / Coordinates audit functions:

        • Frontier Consolidated GAAP audit with Single Audit

        • Retirement Plan Audits

        • HUD-funded entity compilations

    • Financial Systems & Reporting Tools

      • Leads the implementation, optimization, and oversight of financial systems and reporting platforms.

      • Ensures accurate, timely, and actionable financial data is available to leadership and key stakeholders.

  7. External Relationship Management
    • Cooperates in the development and implementation of Frontier Health marketing planned public relations activities as appropriate to enhance relationships with external customers.

    • Assists in carrying out activities to better integrate intellectual disabilities and vocational rehabilitation services with local community via community, economic and health-oriented education, training and public relations activities.

    • Interfaces with funding, regulatory and referral entities as appropriate to successfully accomplish Frontier Health’s mission, vision and values.
    • Participates in Frontier Health community service activities as appropriate.

  8. Management of the Environment of Care and Infection Control
    • Participates in the planning for the space, equipment, processes and resources needed to safely and effectively support the services provided, and to reduce the risks of endemic and epidemic nosocomial infections in patients and staff.

    • Assures that all assigned staff participates and efficiently implement the Frontier Health plans for the management of the environment of care and infection control.

    • Assures that all assigned staff effectively and efficiently implement the Frontier Health plans for the management of the environment of care and infection control.

    • Assures that all assigned departments implement corporate plans to continuously measure, assess and improve the infection control function and the status of the environment of care.

  9. Attend and participate in regularly scheduled staff meetings and in-services and individual program planning meetings as needed.
  10. All other duties as assigned.
