The Land Development Manager is responsible for overseeing the planning, design, and execution of land development projects from acquisition through construction. This role includes managing all aspects of the development process, such as site analysis, entitlements, design coordination, budgeting, scheduling, and contractor management, ensuring successful project delivery, regulatory compliance, and adherence to quality standards.
Supervisory Responsibilities:
- Assist with training new staff within the department.
- Oversee the daily workflow of Project Manager(s).
- Provide constructive feedback to department leadership for performance evaluations.
- Manage external vendors and subcontractors to ensure work quality and accuracy.
Duties/Responsibilities:
- Procure and manage contracts with consultants, contractors, vendors, and suppliers, including negotiating terms, reviewing proposals, and overseeing performance.
- Coordinate with internal teams (construction management, sales, marketing, finance) to ensure smooth transitions between land development, construction, and sales phases.
- Monitor project progress, identify potential risks and issues, and implement corrective actions to prevent delays, cost overruns, or quality deficiencies.
- Lead evaluations and due diligence for land acquisition opportunities, conducting site feasibility analysis, zoning assessments, environmental reviews, and regulatory compliance checks.
- Develop and implement land development strategies and project plans, outlining timelines, budgets, and milestones to meet objectives and maximize return on investment.
- Facilitate project entitlements, permits, and approvals by coordinating with landowners, architects, engineers, government agencies, legal counsel, and consultants.
- Manage the design and engineering process for development projects, including conceptual designs, site layouts, grading plans, utility plans, and landscape plans, ensuring compliance with regulatory and project requirements.
- Perform other duties as assigned.
Required Skills/Abilities:
- Strong understanding of land use regulations, zoning codes, environmental permitting processes, and entitlement procedures at the local, state, and federal levels.
- Excellent project management skills, with the ability to develop and execute project plans, manage budgets and resources, and deliver projects on time and within budget.
- Proficiency in project management software, CAD software, and Microsoft Office Suite.
- Strong leadership and interpersonal skills, capable of leading cross-functional teams, building consensus among stakeholders, and resolving conflicts effectively.
- Exceptional communication skills, both verbal and written, with the ability to convey complex technical information to diverse audiences.
- Strategic thinking and problem-solving capabilities, with the ability to analyze complex issues, evaluate alternatives, and develop creative solutions.
Education and Experience:
- Bachelor’s degree in Civil Engineering, Construction Management, Urban Planning, Real Estate Development, or a related field (Master’s degree preferred).
- A minimum of 5 years of experience in land development, real estate development, civil engineering, or a related field, with a proven track record of successfully managing projects from concept through completion.
Physical Requirements:
- Prolonged periods of sitting at a desk and working on a computer.
- Ability to traverse and inspect all areas of a jobsite in various weather conditions, including walking, climbing, reaching, bending, crawling, or stretching.
- Extended periods of sitting, driving, or standing.
- Must be able to lift up to fifteen pounds occasionally.
