PERSONNEL TECHNICIAN - Certificated   

BASIC FUNCTION: The Personnel Technician - Certificated receives limited supervision within a broad framework of policies and procedures. This position requires strong technical knowledge of the Human Resources Department and detailed knowledge of the credentialed employee hiring, staffing, and employment process as established by the District, County, and State.  This position should also have strong organizational and professional communication skills, flexibility in assignment, and have attention to detail.  

EXAMPLES OF ESSENTIAL DUTIES AND RESPONSIBILITIES:  

1. Perform Human Resources transactions: hiring protocols, application screening, administrative support tasks, on-boarding, verification of credentials, respond to inquiries about job postings, credentialing requirements, column and step assignment, have knowledge and be able to perform staff hiring procedures. 

2. Monitor and screen all certificated applicants on Edjoin.  Confirm appropriate and valid credentials are held for the position applying.  Setup interviews for job posting, print appropriate documents.  Once applicant is selected determine job offer based on credentials, transcripts, education and experience.  Prepare offer for  approved by the Assistant Superintendent of HR.  Contact applicant present offer, explain annual salary determination and continue the hiring process.

3. Maintain records, perform skilled clerical work, data entry and retrieval and creation and submission of corresponding District, County, or State reports. 

4. Determine salary placement through the evaluation of transcripts and employee verification of experience documents.

5. Make useful suggestions and implement practices that improve the efficiency of the department.

6. Evaluate and analyze certificated candidate applications, including: verification of compliance with credential requirements such as: Commission on Teaching Credentialing (CTC), Elementary and Secondary Education Act (ESEA) and English Learner Authorization (ELA) for each certificated employee.

7. Maintain Seniority list for Credentialed employees. Audit, track and update HR system and personnel files with data such as District seniority date, contract status, years of service, credentials, state licensing National Board Certificate and salary placement.

8. Monitor certificated employees for proper placement in subject area according to the credential they hold and based on course descriptions in accordance with the guidelines provided by the CTC

9. Serve as a liaison between the District, CTC and Orange County Department of Education.

10. Perform assignment monitoring for credential compliance with the Department of Education.

11. Develop and monitor evaluation schedules for Certificated employees.

12. Provide detailed employee leave information including a comprehensive explanation to all staff members about the process, requirements, types and amount of leave available to them. 

13. Monitor expiration dates of all certificated employees, notify certificated employees of credentials expiration. Process paperwork with County Agency for lapsed credentials, as needed.

14. Gather data for CALPADS and other State agencies, such as  staff demographic and course mapping.

15. Attend required training to remain proficient and current with position needs.  Maintain current knowledge regarding new laws, rules and regulations governing credentials and compliance.

16. Provide assistance and information to certificated employees and applicants concerning current laws and requirements pertaining to a variety of credentials issued by the CTC.

17. Research the CTC (Commission on Teaching Credentialing), CDE Code (California Department Education Code), rules and regulations to determine appropriate course of auction.

18. Process credential applications by extension, appeal or clear.

19. Assist administrators with the process of the Administrator Service Credential preliminary paperwork in accordance with the rules and requirements of the CTC.

20. Process appropriate paperwork for expired credentials, preliminary credentials, clear credential, designated subject credential, Waivers, ELD (English Language Development), CLAD (Crosscultural Language and Academic Development) which includes but not limited to: TCC, Record Card, 41-4, Affidavit, Letter of Intent, and other related documents as needed.

21. Counsel applicants regarding technical credential and designated subject credential requirements and the requirements to renew expiring credentials.

22. Interact with Payroll, STRS (State Teachers Retirement System) and FSTO (Fullerton Secondary Teachers Organization).

23. Perform other related duties and staff member assistance, as assigned.

     

KNOWLEDGE AND ABILITIES REQUIRED:  

1. Knowledge of modern office practices and procedures;

2. Ability to be proficient in District, County, and State data collections and reporting programs;

3. Ability to interpret, communicate, and apply rules, regulations, laws, and policies;

4. Ability to compose professional communication independently;

5. Ability to communicate effectively with officials, employees, and the public;

6. Ability to manage a large volume of telephone and electronic communication efficiently and tactfully;

7. Ability to assume responsibility and exercise sound judgment;

8. Ability to meet strict deadlines;

9. Ability to schedule and coordinate a variety of work; and 

10. Ability to establish and maintain effective working relationships with others.  

EXPERIENCE/TRAINING/EDUCATION:  

1. Graduation from high school with one year of college preferred;

2. Three years of responsible clerical, recordkeeping, and data interpretation experience; and

3. Evidence of effective interpersonal and communication skills.

4. Experience in Human Resources in a public school environment strongly preferred.
