EMPLOYMENT OPPORTUNITY
POSITION: Fiscal Specialist
WAGE: TBD with compensation for JFS experience
DIVISION: Administration
POSTING DATE: November 13th, 2024
HOURS: 8:00AM to 4:30PM (with flex time and remote work)
POSITION DESCRIPTION:
25% ACCOUNTS PAYABLE AND FUND MANAGEMENT:
· Verifies fund availability for purchases.
· Enters purchase requisitions and purchase orders.
· Processes invoices and vouchers for payment.
· Maintains vendor information in State and County systems.
· Informs Director of fund availability and the need to transfer funds.
· Reconciles month end and quarter close.
· Depreciation Schedules
· GAAP Reporting
· Completes the request letters for inter-governmental transfers.
· Balance monthly financial reports 2827, 2920 and 2750 with the County Auditor.
· Implement procedures, assists in policy development, and ensures compliance with federal, state, and local laws and rules.
· Answer fiscal related questions.
· Answer public inquiries about accounts payable.
· Back Up other fiscal staff.
25% ACCOUNTS RECEIVABLE AND FUND MANAGEMENT:
· Processes cash receipts in State and County systems.
· Monitors collections of overpayment collections
· Reconciles month end and quarter close.
· UAT Reimbursements
· Maintain record of SNAP and Medicaid incentives.
· Monitor CSEA incentives.
· Balance monthly financial reports 2827, 2920 and 2750 with the County Auditor.
· Completes monthly draws.
· Implement procedures, assists in policy development, and ensures compliance with federal, state, and local laws and rules.
· Answer fiscal related questions.
· Answer public inquiries about accounts receivable.
· Back-up other fiscal staff.
25% PAYROLL & HR FUNCTIONS
· Performs all functions related to payroll activities.
· Reviews data in payroll system for accuracy.
· Provides payroll to the Director for approval.
· Completes data entry into the payroll system for Human Resources.
· Maintains records of vacation, sick leave, comp time and overtime.
· Responsible for maintaining accurate records in payroll system and time management system.
· Conducts fingerprinting of new employees(back-up).
· Takes photos for employee badges(back-up).
· Scans personnel files when needed (back-up).
15% RMS COORDINATOR:
· Reviews and accepts the RMS.
· Back up for reviewing and accepting of RMS hits.
· Maintains RMS codes for the desk guides in SharePoint Online.
· Answers staff questions on appropriate hits.
· Reviews the quarter hits to verify case info is included and comments are complete.
· Closes sample and uploads data into CFIS (backup).
· Creates new sample (backup).
· Provides RMS Training.
· Backup for adds/deletes participants, creates quarterly samples, maintains calendar.
5% INVENTORY MANAGEMENT
· Responsible for maintaining supply inventory levels. Orders supplies when needed.
· Year-end inventory
· Manages gift card and gas card inventory. Orders gift cards and gas cards when needed.
· Reconciles gas cards quarterly.
· Responsible for submitting copier count readings to vendor.
5% MISCELLANEOUS
· Backup for interoffice mail delivery to other county offices.
· Enters work orders for facility and vehicle maintenance requests.
· Attends trainings, conferences, and meetings as necessary.
· Other miscellaneous duties as deemed necessary by the Supervisor/Director.
SKILLS REQUIRED:
· Competent with solid math skills, reasoning, and logic.
· Confident with speaking directly to people and able to maintain composure.
· Ability to multi-task by using multiple systems, phones, policies, and procedures.
· Computer experience and ability to type 30-plus words a minute.
· Excellent comprehension - the ability to read, understand, and follow policy.
· Deadline Driven, Goal Oriented.
· Works well with others including partner agencies and co-workers.
MINIMUM QUALIFICATIONS:
· High school diploma or equivalent
· Experience in accounting, banking, or a related field a plus.
· Passing background checks, physical and drug screen
· Clean driving record with a valid Driver’s License
· 40 hours a week
