The Fund for Public Health in New York City (FPHNYC) is a 501(c)3 non-profit organization that is dedicated to the advancement of the health and well-being of all New Yorkers. To this end, in partnership with the New York City Department of Health and Mental Hygiene (DOHMH), FPHNYC incubates innovative public health initiatives implemented by DOHMH to advance community health throughout the city. It facilitates partnerships, often new and unconventional, between government and the private sector to develop, test, and launch new initiatives. These collaborations speed the execution of demonstration projects, effect expansion of successful pilot programs, and support rapid implementation to meet the public health needs of individuals, families, and communities across New York City.

This position will be based at the Health Department’s office in New York, NY, with the possibility of hybrid work.
Position Overview
We seek a Data Governance and Special Projects Coordinator to support data governance processes and oversee special projects within the Office of Vital Statistics (OVS), Bureau of Vital Statistics (BVS) under the Center for Population Health Data Science. This role will facilitate the responsible sharing of vital event data (e.g., birth and death records) with internal and external stakeholders, including DOHMH programs, government agencies, non-profits, and academic researchers. Additionally, the coordinator will manage research projects, handle ad hoc data requests, and oversee priority initiatives supporting public health efforts.
The selected candidate will be an employee of the Fund for Public Health in New York City, a nonprofit organization which is the fiscal and administrative manager of the grant; work will be supervised by DOHMH. This individual will be expected to work non- business hours during emergencies and to participate in emergency preparedness and response activities conducted by the Division and Agency.

Responsibilities
Manage Data Requests & Tracking
Oversee the general email inbox for external data requests, ensuring timely and high-quality responses.
- Track data requests and agreements, enhancing efficiency and alignment with broader agency data systems.
- Collaborate with CPHDS’ Bureau of Data Technology & Strategy and other agency units to strengthen governance processes.
- Ensure compliance with local, state, and federal regulations, agency policies, and data use agreements.
- Manage workflows for data inquiries, reviewing requests, drafting agreements, and obtaining necessary approvals.
- Work closely with legal and policy teams to ensure adherence to privacy, confidentiality, and security standards.
- Develop and update policies and guidance for data users.
- Conduct literature reviews, research memos, and summaries, including work supporting the Healthy NYC campaign for healthier, longer lives.
- Maintain up-to-date knowledge on public health trends, including mortality causes, birth outcomes, and policy impacts.
- Organize meetings, prepare agendas, take minutes, assign follow-ups, and monitor action items.
- Track publication outputs, performance measures, and historical data requests for OVS.
- Lead and manage special projects as assigned by OVS leadership.
- Attend meetings and events on behalf of OVS leadership.
- Maintain and enhance systems for data storage and project management.
- Master’s (3-5 years exp.) or Doctorate (1 years exp.) in public health, epidemiology, health informatics, or related field.
- Strong interpersonal, collaborative, and communication skills(both written and verbal).
- High attention to detail and ability to manage multiple projects and priorities.
- Experience interpreting, managing, and reporting public health data.
- Knowledge of health privacy laws, data security, and confidentiality regulations.
- Ability to independently problem-solve and apply project management strategies.
- Experience applying a racial equity lens in public health or data governance work.
- The salary range for this position is $80,000-$90,000
