The Fund for Public Health in New York City (FPHNYC) is a 501(c)3 non-profit organization that is dedicated to the advancement of the health and well-being of all New Yorkers. To this end, in partnership with the New York City Department of Health and Mental Hygiene (DOHMH), FPHNYC incubates innovative public health initiatives implemented by DOHMH to advance community health throughout the city. It  facilitates partnerships, often new and unconventional, between government and the private sector to develop, test, and launch new initiatives. These collaborations speed the execution of demonstration projects, effect expansion of successful pilot programs, and support rapid implementation to meet the public health needs of individuals, families, and communities across New York City (NYC) .

Program Overview

The Bureau of Alcohol and Drug Use Prevention, Care, and Treatment (BADUPCT) within NYC DOHMH works to close gaps and reduce overall morbidity and mortality related to alcohol and substance use among New Yorkers. BADUPCT develops, implements and evaluates interventions and prevention strategies through contracting of treatment, recovery and support services; policy analysis and development; epidemiology and surveillance; dissemination of treatment and management guidelines; harm reduction initiatives; public and provider outreach and education; and community involvement and interagency collaboration. The Bureau amplifies the voices of those most impacted and focuses on inequitable structural, social, service, and communication factors that drive disparities. 

In NYC, u nintentional drug overdoses have reached historic and drug overdose continues to be a leading cause of death among people experiencing homelessness. Substance use-related harms and overdose deaths are preventable. A critical strategy to address the overdose crisis is expanding access to substance use-related information, resources, supports, and services to people who use drugs (PWUD) who are experiencing homelessness.

In 2023, BADUPCT launched a new initiative called Integrating Substance Use Harm Reduction into Outreach to People Experiencing Homelessness (IHARP) . IHARP aims to improve the capacity of organizations serving people experiencing homelessness to engage PWUD more effectively with the goal of reducing substance use-related harms and adopting a person - centered approach to engagement and care. BADUPCT is supporting three non-profit organizations with funding, technical assistance , and training to build their capacity and ability to provide the most essential supports, resources, and services to their participants who use drugs .

IHARP training consist s of a combination of an asynchronous learning module series, live discussions, and refresher trainings for non-profit staff members to build knowledge and skills crucial for addressing the substance use-related needs of participants during outreach . 

IHARP technical assistance activities include hosting learning collaboratives , facilitating connections with external partners to establish relationships for participant referrals, supporting contracted organizations to develop outreach protocols, and providing access to and guidance around utilizing tools and templates for collection and submission of IHARP data.

BADUPCT is seeking one IHARP Program Coordinator to support with IHARP training and technical activities in its second year.

Position Overview

Under the direction of the IHARP Program Manager, the IHARP Coordinator will assist with and coordinate IHARP technical assistance and training activities.

Responsibilities

  • Initiate, facilitate , follow-up with and t rack inter-and-intradepartmental communications and partnership-building between contracted organizations and other partners
  • Coordinate, schedule, and lead meetings with community organization partners
  • Develop content for and support the development, finalization, and review of the IHARP training curriculum
  • Conduct literature searches and reviews to support technical assistance activities
  • Support the development of IHARP program management and implementation tools
  • Organize and manage a shared resource library
  • Maintain and update meeting and programmatic notes

Qualifications

  • A master’s in public health (MPH)
  • At least one year of relevant experience in program coordination
  • Background in substance use and/or harm reduction
  • Excellent written and oral communication skills
  • Ability to both work independently and collaborate effectively

Preferred

  • Demonstrated understanding of structural racism and principles of health equity, and commitment to advancing health equity  

LOCATION

NYC DOHMH office located at Gotham Center, 42-09 28th Street LIC, NY 11101

Coordinator will meet virtually with RFP applicants and otherwise communicate with applicants and DOHMH team via email and telephone.

HOURS AND SALARY

Estimated 21 hours (three days) per week for a duration of nine months . Rate is $ 40 per hour . This position will be hired through a staffing agency .
