POSITION OVERVIEW
This position is responsible for a variety of personnel accounting functions and payroll processing for the Human Resources Department. The position is responsible for coordinating or performing various payroll, benefits, compensation and budgeting functions and performing a variety of other duties as assigned. The position reports to the Human Resources Director, and does not directly supervise other county personnel.
PAYROLL PROCESSING / TECHNICAL SUPPORT
- Administers and distributes biweekly payroll in an accurate and timely manner.
- Reviews electronic employee timesheets for accuracy compliance to wage and hour laws.
- Ensures accurate and complete documentation of payroll records, processes, and procedures including new hires, terminations, status changes, direct deposits and benefits and deductions elections.
- Reconciles biweekly benefits and deductions to payroll including health benefits, flexible benefits, retirement plans, union dues, wage garnishments, etc., Sends benefit and deduction payments through mail, wire and internet reporting.
- Maintains all payroll operations according to State and Federal rules and regulations and County policies and procedures and collective bargaining agreements.
- Reconciles quarterly, monthly and yearly reports including 941's, workers' compensation, unemployment, W-2's, 1095-C's and state tax reporting and health benefit reporting to the IRS to ensure compliance.
- Resolves payroll discrepancies and assists employees and supervisors with payroll and benefit related questions / concerns.
- Researches, compiles and prepares reports relating to employee compensation, status, benefits, etc. (ie. Salary surveys).
- Responsible for HRIS maintenance, setup, troubleshooting and problem solving. Maintains tax tables, pay tables, deductions & benefits, etc. Sets up annual pay schedule, calendar, pay periods, new fiscal year, etc. in system.

QUALIFICATIONS
This work requires knowledge of the principles, practices, and methods of payroll functions, position budgeting, governmental accounting, benefits costing, federal and state personnel laws related to pay and benefits, and county personnel policies and the ability to apply this knowledge to practical, recurring assignments such as processing payroll, performing budget calculations, interpreting benefit and deduction guidelines, interpreting collective bargaining agreements, and standardized payroll accounting rules, procedures, and operations. Interpret conditions, and examines and interprets data (examines and interprets payroll data processed by software to troubleshoot system problems.) Work requires skilled application of accounting and software techniques and methods associated with payroll processing, and requires skill in the use of multiple specialized payroll accounting software and systems. The ability to communicate effectively verbally and in writing is required in this position and the incumbent must be able to maintain his / her composure. The incumbent must be able to maintain the integrity of sensitive and highly confidential information; exercise courtesy and tact in receiving the public, staff and elected official, and in giving and obtaining information in person and over the phone; and establish and maintain cooperative relationships with those contacted in the course of work.
EDUCATION & EXPERIENCE
The required knowledge, skills, and abilities are typically acquired through a combination of education and experience equivalent a bachelor's degree in accounting, human resources or related field, with a minimum of three (3) year's payroll or accounting experience involving the implementation, maintenance and review of a financial and statistical record keeping system, demonstrating organizational capabilities, or any equivalent combination of education and experience.

Sick Leave - Full-time employees accrue 7.40 hours per month and are eligible to use sick leave once it is accrued. The accrual is pro-rated for part-time employees.
Vacation Leave - Full-time employees accrue 9.20 hours per month and are eligible to use leave once it is accrued. The accrual is pro-rated for part-time employees.
Holidays - The County observes eleven legal holidays in even numbered years and ten legal holidays in odd numbered years.
Paid Parental Leave (PPL)- In recognition of the importance of bonding and care of a newborn child or a child placed for adoption, Gallatin County provides 240 hours of PPL to eligible full-time employees. The hours are pro-rated for part-time employees.
