Summary
This position provides direct fiscal support and guidance to various program staff District-Wide. The Program Manager provides a multilayer level of support to program and other District staff in budgetary practices, including but not limited to the following: coordination and collaboration with Program Managers to expend all budgets efficiently and effectively following grant and procurement goals while meeting all required deadlines. This position will ensure that funds are utilized timely to support student and staff needs. This position shall promote the educational development, achievement, and experiences of staff, students, and parents through proper funding procedures.

Essential Function Statements - Essential duties may include, but are not limited to, the following:
New Mexico and District procurement procedures, and Federal, state, and private grant processes and applications.
Principles of School District budget and control.
Pertinent Federal, State, and local laws, codes, and regulations.
Local school district programs and software to include Microsoft Office, Ivisions, and advanced knowledge of Excel.
Leadership in budget management.
Principles of supervision, training, and performance evaluation
Ability to

Lead and direct Fiscal management and Program Manager meetings
Explain grant processes and allowable budgets expenditures

Essential Function Statements - Essential duties may include, but are not limited to, the following:
- Provide fiscal knowledge and support to Program Managers and other District Staff.
- Collaborates with colleagues on budget portion of each grant application and assures alignment with Uniform Chart of Accounts.
- Submits budget adjustments through appropriate procedures, including all programmatic and budgetary revisions as necessary.
- Assists in developing, preparing, monitoring, and evaluating program plan(s)
- Review and monitor budgets and provide concise and timely feedback on budgetary revisions.
- Facilitates and analyzes alignment of budgetary expenditures.
- Reviews program expenditures for alignment with grant/procurement guidelines and communicates necessary changes to Program Manager, and follow-up as needed.
- Identifies fiscal problems and recommends strategies to improve programs.
- Assists in developing program funding budget frameworks and provides logistical information regarding timelines required for various purchases.
- Stay up to date on all new rules, guidance, regulations and laws that impact grant funds received by the District.
- Completes various fiscal mandated reports on a periodic and special basis; completes reports in compliance with governing laws and/or requirements.
- Facilitates the review of invoices and supporting documentation to ensure proper paperwork is submitted in alignment with Business Office and New Mexico Public Education Department (NMPED) guidelines and procedures.
- Provide general assistance to Program Managers to make sure of fiscal compliance.
- Maintains accurate files for each program, grant, and fund.
- Attend and participate in professional development as needed.
- Creates and conducts professional development for internal staff as needed.
- Manage a calendar and timeline of critical spending deadlines in support of district and NMPED requirements.
- Participates in grant writing and recommendations to secure additional funding sources for the District.

Experience and Training Guidelines
Required
- A bachelor's degree with at least three years of direct experience in a K-12 setting working in administration.
- Possess a K-12 Administration License or School Business Official License OR can attain a K-12 Administration OR School Business Official license.
- Direct experience overseeing/managing budgets, procurement, and grants.
- Direct experience in overseeing/managing a team.
- A master's degree in business administration, Accounting, Education and/or related field
- Five or more years of direct experience in a K-12 school or district setting in Administration.
- Direct experience in managing budgets exceeding five million dollars, following New Mexico procurement law, and supporting administrators.
- Direct experience in fast-paced environments, while maintaining high-quality customer service.
