Galveston County Health District is a Consumer Health Services Manager!
This position is responsible for overseeing the daily operations of the Consumer Health Services Program, providing supervision and strategic direction for the staff to ensure compliance with local, state, and federal regulations.

Required:
- Bachelor’s Degree in basic sciences (e.g., environmental studies, public health, microbiology, chemistry, biology, business etc.) or combination of Associates degree and 7 years work experience.
- Master’s Degree in Public Health, Environmental Health, or related field preferred, but not required.
- 5 years of experience in environmental or consumer safety/health services (government experience preferred).
- 2 years in a supervisory, team lead, or senior inspector role.
- Registration as a Professional Sanitarian in Texas (or willingness to obtain within one year).
- Certification as a Designated Representative through the Texas Commission on Environmental Quality within one year of employment.
- Valid Texas driver’s license and ability to provide own transportation.
- Proficient in MS Office and excellent written and verbal communication skills.
- Availability to work evenings and weekends if necessary.
- Must meet GCHD immunization, ICS training, and background check requirements.
An equivalent combination of education and work experience which appropriately demonstrates the knowledge, skills and abilities to perform the above-described essential functions will be considered when hiring for this role.
Traditional Duties:
Program Management
- Develop and oversee policies, procedures, and programs for Consumer Health Services.
- Ensure compliance with local, state, and federal laws, regulations, and guidelines.
- Manage administrative and technical aspects of consumer health programs, including food establishments, water supplies, on-site sewerage, swimming pools, and litter control.
- Prepare and present service reports, budgets, regulations, and policies.
- Conduct inspections, field investigations, and technical reporting as necessary.
- Collaborate with governmental entities and other stakeholders.
- Develop and implement safety and training programs for division staff.
Supervision and Leadership
- Supervise the Assistant Manager, sanitarians, and health inspectors, including hiring, training, performance evaluations, and disciplinary actions.
- Organize workloads, assign responsibilities, and approve travel and leave requests.
- Mentor staff and coordinate professional development opportunities.
- Provide leadership in recruiting and retaining staff while fostering excellent customer service.
Customer Service and Communication
- Respond to citizen inquiries and public health emergencies promptly.
- Represent the division in public meetings and hearings as needed.
- Maintain professional relationships with community partners, municipal, state, and federal officials.
Administrative Oversight
- Ensure adherence to administrative, financial reporting, and quality assurance protocols.
- Prepare training materials and conduct educational programs for staff and the public.
- Assist in addressing public concerns and inquiries regarding the division’s work.
Other Requirements
- Adherence to organizational policies, including the Strategic Health Plan.
- Availability for disaster-related responsibilities as required.
