Description
Position Summary : This position is responsible for providing complex, executive-level assistance and support to the County Clerk and overseeing the courts' operations in the office.
Job Responsibilities
Essential Functions :
Assists in the development and preparation of the annual department budget.
Assists in the selection and hiring of all department employees.
Receives, responds, and resolves inquiries and problems from the general public or other employees regarding department functions.
Reviews and monitors department workflow including filing of court documents, scanning, microfilming, and recording.
Resolves internal problems within the department.
Assists in the training of administrative and clerical support personnel in all county clerk departments.
Maintains all personal financial statements filed by elected officials.
Performs the duties of County Clerk in his / her absence.
Prepares final drafts of memoranda, correspondence, reports, and letters; receives and distributes department mail.
Takes minutes and keeps accurate records of Commissioner's Court meetings; types and proofs minutes.
Scans, copies, and distributes minutes from meetings.
Performs research as requested.
Reviews all items for signature; distributes to appropriate person(s) for signature as needed.
Distributes signed documents to appropriate person, organization, or municipality.
Performs other related duties as assigned.
Coordinates resources for Odyssey Project within the office.
Configures and maintains Odyssey software for court departments within the office.
Handles the transfer of court data by ftp to requesting vendors.

Comprehensive knowledge of the purposes, principles, terminology, and practices employed in government administration, court procedure, and the judicial process.
Comprehensive knowledge of legislation, current problems, and professional literature related to government administration, court procedure, and the judicial process.
Comprehensive knowledge of advanced professional techniques in government administration, court procedure, and the judicial process.
Comprehensive knowledge of local and state law, procedures, and policies as they relate to the mission of the department and the county as a whole.
Comprehensive knowledge of administrative planning, management, and supervision as it applies to the position.
Comprehensive knowledge of large-scale government billing and budget development.
Comprehensive knowledge of the preparation and interpretation of fiscal, statistical, technical, and narrative reports regarding department and county activities.
Comprehensive knowledge of department and county personnel policies, including benefits, payroll, and insurance.
Comprehensive knowledge of county department operations, organization, accountability, and responsibility.
Comprehensive knowledge of laws, statutes, and regulations affecting Galveston County and its government.
Thorough knowledge of Galveston County government, geography, economics, demographics, society, goals, politics, policies, and procedures.
Ability to analyze recent problems, assess future problems, and formulate complex action plans to facilitate resolution of said problems.
Ability to perform mathematical calculations.
Physical condition commensurate with the demands of the position.
Physical Demands and Working Conditions :
The work is typically performed while sitting, standing, stooping, bending, crouching, or walking. The employee frequently lifts light objects, climbs ladders, and distinguishes between shades of color. The work is typically performed in a standard office environment.
Supervisory Responsibility :
This position exercises direct supervision over Chief Deputy County Clerk - Administration (1), Court Supervisor (2), Imaging Systems Administrator (1), Senior Deputy County Clerk (4), Senior Deputy County Clerk - Accounting (1), and Senior Microfilming Technician (1), as well as functional supervision over all department employees.
Minimum Qualifications
Minimum Qualifications :
Knowledge and level of competency commonly associated with the completion of a baccalaureate degree in a course of study related to the occupational field.
Experience sufficient to thoroughly understand the diverse objectives and functions of the subunits in the department in order to direct and coordinate work within the department, usually interpreted to require three to five years of related experience.
