  • Plans, organizes and executes projects while meeting constraints like scopes, budgets and schedules.
  • Creates and maintains project plans, including timelines, resource allocation, and risk assessments.
  • Monitors project progress, identifies potential issues and implements corrective actions, escalating to leadership as necessary.
  • Communicate with stakeholders on the progress of various projects, including internal departments, consultants, and contractors.
  • Manages the design process, ensuring that design deliverables meet project requirements and regulatory standards.
  • Oversees construction activities, ensuring adherence to plans, specifications, and safety regulations.
  • Conducts site visits, resolves field issues, and manages change orders.
  • Manages project budgets, tracks expenditures, and ensures project stay within allocated funds.
  • Implements and maintains quality control to ensure projects meet outlined standards.
  • Prepares and presents project reports to stakeholders including status, progress and financial performance.
  • Assists with formulating and maintaining the departmental budget.
  • Performs related work as assigned.
Minimum Qualifications

Minimum Education and Experience Requirements:

  • Requires a Bachelor’s degree in construction management, engineering, construction project management or a closely related major.
  • Requires proven experience in construction management, code enforcement or closely related experience, preferably within the public sector. 
  • Proficiency in project management software, construction software and relevant industry standards.
  • Requires understand of construction processes, building codes and local government regulations.
  • Any equivalent combination of education and experience that provides the requisite knowledge, skills, and abilities will be considered. 


Physical Demands/Work Environment:

Physical demands refer to the requirements for physical exertion and coordination of limb and body movement.

Unavoidable hazards refer to the job conditions that may lead to injury or health hazards even though precautions have been taken.

The work is typically performed sitting at a desk or table or while intermittently sitting, standing, bending, crouching, or stooping. The employee occasionally lifts light and heavy objects.

The work is typically performed in an office and outdoors, occasionally in cold or inclement weather. The employee is exposed to noise, dust, dirt, grease, machinery, and chemicals. The work requires the use of protective devices such as masks, goggles, gloves, etc.

Special Certifications and Licenses:


  • Project Management Professional certification or related are a plus, but not required.
  • Must maintain CJIS compliancy
  • Valid TX driver’s license.
